ITANAGAR, Mar 9: Governor Brig (Retd) BD Mishra today expressed gratitude to the promise of support by the union government to the development of the state as announced by Prime Minister Narendra Modi during his recent visit to the state.
"This is for the first time in the history of independent India that the north eastern region has been given so much attention at the highest level of the Central government," the governor said in his address to the eight-day Budget session of the state Assembly. Stating that the state government’s path of policy formulation is democratic, participatory and inclusive, Mishra said that elimination of poverty, creation of employment avenues, providing high quality education and health care facilities were the priorities of the government.
Referring to the programmes and policies of the state government, the governor said that the government had zero tolerance to indiscipline and corruption. He said that through the Border Area Development programme a massive push was being given to create social and economic infrastructure which would enable the villagers live a life of dignity and comfort. Rural electrification in the remote parts of the state is also being done under the Deen Dayal Upadhyay Gramjyoti Yojana and by April end the government aims to achieve the gigantic task of cent per cent rural electrification," he said.
He said over the next two months the state would witness the commissioning of the Kameng and Pare hydro electric projects which would generate 710 MW in the state. My government has been in an active dialogue with Assam which will see the resumption of work on the stalled Lower Subansiri Hydro electric power project soon. "The Aalo-Pasighat-Roing-Tezu 132 KV transmission line has been commissioned."This has significantly altered the power situation in the eastern districts of the state, he said.
Expressing concern over the recent cases of assault on girls, the governor said that society should develop an inviolable respect for women. The state government will take concrete steps for creating a more conducive environment for safety, protection and progress of the girl child."Equally, the government will create effective system to address cases of women in distress and to provide support and counselling to families in their difficult times, he said.
The governor added that the government would address the problem of opium menace in the eastern districts in a comprehensive manner by using effective counter measures to check poppy cultivation and insurgent activities.
We will create more employment opportunities and alternative cash crop cultivation and de-addict the youth who have gone awry, he added.--
ITANAGAR, Mar 9: Altogether eight government bills were introduced in the Arunachal Pradesh Assembly today which will be taken up for discussion in the House during the ongoing budget session.The Arunachal Pradesh State Higher Education Council Bill 2018, Arunachal Pradesh Land and Ecological sites (Protection and Management) Bill 2018, Arunachal Pradesh (Land Settlement and Records) Amendment Bill 2018, Arunachal Pradesh Money Lending (Regulation) Bill 2018 were introduced by ministers. The state Higher Education Council Bill is aimed to make the state higher education council functional and to ensure the autonomy and accountability of all higher education institutions in the state while the Ecological sites bill will provide for preservation, protection, acquisition and maintenance of land and other ecological sites of the state. The Money Lending Bill 2018 is aimed at checking unauthorised and unfair money lending practices prevailing in the state.
ITANAGAR, Mar 9: The majority of the members of the Arunachal Pradesh Assembly today demanded speedy investigation into the mysterious death of former MLA Ngurang Pinch and asked the government to consider handing over the case to the CBI.
Pinch, who was the chairman of Arunachal Pradesh Agriculture Marketing Board (APAMB) was found dead on November 18 last year after he had gone for rafting on the river bank near the confluence of Papum and Poma rivers in Papum Pare district.
The family members of Pinch suspected it as a case of well planned murder and demanded the state government for a proper investigation by a competent authority.
Taking part in obituary reference in respect to former Home Minister Tako Dabi, Pinch and other two former legislators – Jobom Basar and Lokam Tado, Urban Development Minister Nabam Rebia said that the state government should consider handing over the case to the CBI.
Stating that a Special Investigating Team (SIT) of the state police has been investigating the case, Rebia who represents Doimukh constituency, asked the agency to speed up the investigation.
Education Minister Honchun Ngandam, Tourism Minister Jarkar Gamlin, Home Parliamentary Secretary Pani Taram, former Chief Minister Nabam Tuki and many other legislators while endorsing the suggestion of Rebia, asked the state government to speed up the investigation in order to provide justice to the bereaved family members.
Taking part in the discussion, Chief Minister Pema Khandu admitted that the investigation by the SIT was not in the fast track.
“As per the directives of the High Court, the state government has already constituted a Special Investigation Team with two superintendents of police as investigating officers under an officer of DIG rank and the investigation will be completed within two months,” the chief minister said and assured to provide a copy of the investigation report to Pinch’s family members.
Later the Assembly observed two-minute silence as a mark of respect to the departed souls.
