ITANAGAR, Aug 26: The Arunachal Pradesh Government has formally notified a new uniform eligibility framework for direct recruitment to Group ‘A’, ‘B’ and ‘C’ posts, making Permanent Residence Certificate (PRC), Arunachal Pradesh Scheduled Tribe (APST) status and proficiency in at least one indigenous tribal language mandatory for recruitment.
The notification, issued by the Department of Administrative Reforms & Training on Wednesday, gives effect to the Cabinet’s August 13, 2026  decision and directs that the new criteria be incorporated into the Recruitment Rules and Service Rules with immediate effect.
A significant provision of the notification is that the indigenous language test will be conducted after a candidate joins government service, rather than during the recruitment examination.
According to the notification, the language test will be mandatory within the candidate’s probation or stipulated period of three years.
Failure to pass the language proficiency test within the prescribed period will result in extension of the probationary period until the candidate successfully clears the test.
The Arunachal Pradesh Public Service Commission (APPSC) and Arunachal Pradesh Staff Selection Board (APSSB) have been directed to incorporate these provisions into future recruitment advertisements and relevant service rules.
The notification comes after sustained pressure from the All Arunachal Pradesh Students’ Union (AAPSU), led by President Meje Taku. AAPSU had demanded mandatory PRC and APST certification along with indigenous language proficiency as part of its campaign for stronger protection of employment opportunities for indigenous people and the removal of the earlier 80:20 recruitment arrangement. The union had also set a deadline for the government and threatened a statewide bandh if its demands were not addressed.
The High Power Committee constituted by the government to examine the recruitment issue subsequently considered the recommendations, including the indigenous-language requirement. AAPSU later withdrew its proposed bandh after stating that the government had acted on its demands within the stipulated deadline.
