ITANAGAR, Mar 8: Deputy Chief Minister, Chowna Mein reviewed the work progress under Highway in the 9th Highway Monitoring Committee Meeting which was presided over by the Chief Secretary, Satya Gopal in his presence at Dorjee Khandu Convention Centre here today.
Mein said road connectivity is one of the topmost priority of the State Govt citing that for any other development to take place connectivity is a must. He thanked the Ministry of Road Transport & Highways for taking up various road projects like Trans-Arunachal Highway in the State thereby improving the road connectivity to the border areas. He said bringing the border areas under the road networks is important as it is found that due to communication problem border areas are left abandoned as people often migrated to the plains due to lack of proper connectivity and facilities. He said connectivity to the border areas is important for tourism point of view as well as for defence purpose.
However, he stressed on improving the road quality while building roads. He further said that despite all the efforts of the State Govt and support from the Centre, there are still many issues which hinder the smooth implementation of road projects in the State. These issues need to be address and resolved together by proper coordination and understanding between all the stakeholders including public as we are the losers and sufferers ultimately. He also spelt out the need for coordination between the executing agencies for successful implementation of road projects in the State.
He informed that the stretch of Trans-Arunachal Highway along Potin–Pangin Road will be constructed soon and tenders will be invited in 8 packages of about 50 km each to expedite the work implementation and also to enable the participation of local contractors as decided by the Ministry. As the working season is about to end, he asked the representative of MoRT&H to expedite the survey work and prepare the DPR immediately so that repair and maintenance can be done before onset of the monsoon. He also informed that the DPR for the remaining two packages of Itanagar to Banderdewa Fourlane Highway i.e. Package B & C from Papu Nallah to Banderdewa has already been submitted to the Ministry in the month of February for consideration.
He said that under the thought provoking guidance of young & dynamic Chief Minister, he is preparing the State Budget which will be the road map for development of Arunachal Pradesh. He said the coming budget will cover all the parameters of development including gender budget for women empowerment to bring in transformational changes in the State.
Chief Secretary, Satya Gopal said that the winds of change are blowing in the State under the Team Arunachal which comprises all of us. He stated that there will be problem and issues but it can be solved by close monitoring and team effort.
He stressed on joint survey by the officers of MoRTH and Highway Officers along the Potin to Pangin Trans-Arunachal Highway in ten days and to prepare & submit the DPR immediately. He emphasised on implementations of road development projects in time bound manner and to achieve the target and objective set by the Govt well in time.
He said that all the benefits of the Govt schemes should percolate down to the grass root and to ensure that the last man in the queue must avail the benefit of various welfare schemes of the Govt.
PWD Commissioner, Bilatee Pertin in his welcome speech said that the road connectivity is a national priority and the physical progress on connectivity must be actually visible on the ground.
The meeting also reviewed the progress of work under National Highways (NH) in the State and State roads under SARDP-NE. Various issues related to land acquisition, forest clearance and quarry problem and law & order problem faced by different implementing agencies in the State were also discussed.
It was informed that the State has total length of 2537 km as declared highway, out of which 728 km has been completed and blacktopping has been done in 30.05%.
The meeting was attended by Chief Engineer (Highway), Chief Engineers of Vartak, Arunank, Brahmank and Udayak under BRO, representative of RO MoRT&H and Indian Army, General Manager NHIDCL, DCs and SEs & EEs of Highway.
