ITANAGAR, Oct 24: The Arunachal Pradesh State Legal Services Authority (APSLSA) in collaboration with the Department of Justice (DoJ), Ministry of Law & Justice, Govt. of India on Sunday organized a Legal Literacy - cum - Training Programme titled, “Synergy between Customary Practices of the Traditional Village Council System and Formal Laws of India”, for the Gaon Buras and Buris of West Kameng at Nafra.
The programme was carried out as per the guidelines of the DISHA Project (Designing Innovative Solutions for Holistic Access to Justice) of the Law Ministry, currently being undertaken by the two departments in the State.
The programme which was being organized with the support of the District Legal Services Authority West Kameng was attended by 32 select Gaon Buras and Buris, from three administrative circles - Nafra, Thembang and Dirang along with representatives of other various stakeholders from Government departments including Jaweplu Chai, Member Secretary of APSLSA, Tageng Padoh, Chairman, DLSA West Kameng, Dani Belo Deputy Secretary, Law & Judicial Department among others.
The participating GBs were apprised on various important topics relevant to their roles as head of the traditional village council such as the Assam Frontier Regulation of 1945 and its amendment including provisions of the AP Civil Courts Act of 2021 (which now officially recognizes the Traditional Courts as one of the Formal Courts of Law), Basics of criminal and civil laws, Concept of Alternative Dispute Resolution etc. and also on several other topics of public interest related to legal Aid, entitlements and schemes that they (GB) and the common citizens ought to know.
To further the scope of legal awareness among the masses, a new initiative called “Each One, Teach Ten” (E1T10) was also announced by the APSLSA. The E1T10 is an offshoot of the incumbent Gaon Burah project under which each of the trained GBs will be expected to educate and sensitize 10 ordinary members of the community on the concept of Free Legal Aid & Assistance and associated schemes and acts that they have at their disposal, who then can spread the information with others in the community.
“The objective is to expand the spread of our message of equal access to justice among those section of the community whom we cannot reach through normal awareness programmes," said Chai, Member Secretary, APSLSA to the participants.
The training programme at Nafra is first of the many training programmes planned under the collaborative project which is expected to sensitize a total of 500 Gaon Buras and Buris directly and an additional (500 x 10) 5000 rural residents indirectly through the E1T10 programme.
