 Union demands rollback of TRP, serves ultimatum

ITANAGAR, Oct 3:The Student Union Movement of All Arunachal (SUMAA) on Tuesday has urged the state government to direct all the heads of the district administration to conduct a survey to identify all Tibetans living in their respective districts and immediately cancel all the conveniences awarded to them under the Tibetan Rehabilitation Policy (TRP).

Addressing a press conference this afternoon at press club, SUMAA, Vice President, Kaling Moyong while reiterating the state government to immediately rollback the TRP has expressed anguish over the nonresponsive attitude of government despite expiry of its 15-day ultimatum served earlier.

 While expressing grave concern over the recent decision of the state cabinet over adaptation of TRP 2014, Moyong said ‘It is very sad to see the state government taking measures for the welfare of the refugees while neglecting the issues of other districts of the state.’

Alleging that the decision was taken without the consent of the indigenous people, the Union said that it would not allow or accept foreigners ruling the indigenous land, be it Chakma-Hajongs or Tibetans. 

Moyong cited that there are many loopholes in the policy which may adversely affect indigenous rights in near future and quashed a census report made by Central Tibetan Relief Committee (CTRC) that the total numbers of registered Tibetans in the country are only 1, 10,095.

“The report is false,” said Moyong adding that Tibetans currently allotted to reside in the region of Tezu, Tuting, Tenzinggaon and Miao are more than one lakh without taking into account those settled in Itanagar , Ziro, Aalo, Pasighat, Daporijo etc.

“Few have obtained Schedule Tribe Certificates and Permanent Resident Certificates (PRC) also,” he alleged while demanding immediate cancellation of those who were granted ST status illegally.

"Once it is fully implemented then one day all the benefits provided to our people by the Centre like MNREGA, PDS, Indira awas yojana (IAY), National Health Mission (NHM) etc will be snatched away by refugees which will disturb the state’s ethnic balance,” he opined.

He informed that Tibetans are the only refugees in the world who are enjoying many privileges in comparison to other refugees under United Nations High Commissioner for Refugees (UNHCR) and other NGOs.

 The SUMAA further served another ultimatum of 7 days to the government to rollback the policy or else it will start head counting of Tibetans settled in the districts and will take its own ‘course of action’.

Demand for independent board comprising legal experts

 ITANAGAR, Oct 3: Joining the movement against Chakma -Hajong   citizenship   issue, Movement for Unified Multifaceted Knowledge Interaction Network (MUMKIN) has urged the state government to immediately constitute an independent board or commission comprising legal experts to work out modalities for further course of action.

Addressing reporters at press club today, Chairman MUMKIN, Tadar Niglar also stressed on the restriction of Chakma –Hajong in their original designated areas of 1964-1969 to stop further encroachment.

‘Supreme Court judgment may be a boon for Chakma-Hajong people but it is a kind of curse for the indigenous people of the state,’ he asserted while blaming the central and state government for the lackadaisical attitude that led to the imbroglio.

While quoting 1951 Geneva convention of United Nations High Commissioner for Refugees(UNHCR), Tadar  claimed that Chakma-Hajong are not refugees but illegal migrants,  so they cannot be given citizenship in India. He further opined that the people of Arunachal should not only stand against granting of citizenship in Arunachal but also against granting of citizenship in India as they will soon gain way for land and political rights.

Playing up the many crime-related incidents involving the refugees, Tadar said that there are more than hundreds of criminal cases registered in different police stations for kidnapping, murder, rapes and others against the members of the Chakma.

‘Moreover anti-social outfit groups like ‘Arunachal Pradesh Deprived Peoples Front’ is also their brain child to destabilize the peaceful environment of the state,’ asserted Tadar while insinuating links with Bangladesh based outfit  Shanti Bahini.
