48th Governors Conference

NEW DELHI, Oct 12:The President of India, Ram Nath Kovind opened the 48^th Conference of Governors at Rashtrapati Bhavan today. Governor of Arunachal Pradesh Brig. (Dr.) B.D. Mishra (Retd.) along with twenty-six Governors and three Lt. Governors are attending the two-day conference. The Administrators of the UTs of Dadra and Nagar Haveli & Daman and Diu as well as of Lakshadweep are also participating in the Conference as special invitees.

Vice President of India, Venkaiah Naidu and Prime Minister Narendra Modi along with Union Ministers of Law & Justice and Electronics & Information Technology, Health & Family Welfare, Agriculture & Farmers Welfare, Human Resource Development, Petroleum & Natural Gas and Skill Development & Entrepreneurship and Railways & Coal and Ministers of State (I/C) of Ministry of Development of North-Eastern Region and Ministry of Housing & Urban Affairs and Vice Chairman and CEO of NITI Aayog attended the inaugural session.

In his opening address, the President said that by participating in this Conference, Governors and Lt. Governors get a good opportunity to discuss important issues and share experiences from their respective States. He stated that Governors play the role of a bridge between the Union Government and States. The obligation of Governors to preserve and uphold the Constitution and commit themselves to the service and welfare of the people is even more pronounced in the current paradigm of Co-operative Federalism.

The two-day Conference will deliberate on distinct agenda items in different sessions. The theme of the opening session was ‘New India-2022’. The first session of the Conference was addressed by Prime Minister of India, Narendra Modi. There was also a presentation by Dr Rajiv Kumar, Vice-Chairman of NITI Aayog, on the elements of ‘New India 2022’. The second session was on the subjects of ‘Higher Education in States’ and ‘Skill Development and Entrepreneurship to Make Youth Employable’.

Participating in the breakaway group of the Governors to discuss on Public Services for ‘New India 2022’ in the first session and also in the second session on ‘Higher Education, Skill Development and Employable’, the Governor Brig. (Dr.) Mishra (Retd) highlighted the challenges of the State in different sectors in order to be valued partner in the nation building. He raised various issues including education, healthcare, infrastructure – road, railway and air, mobile and internet connectivity, skill development initiatives and public private participation in education and health sectors.   

The Governor also provided suggestions in addressing the issues of higher education, skill development and employable such as making the curriculum dynamic, more interactions between business houses and educational institution and involvement alumni of educational institutions and special focus on women empowerment and rural youth.

The third session will take place on Friday. The Governors will make brief remarks on any special issues pertaining to their respective States/Union Territories. In the concluding session, a brief report on the deliberations will be presented by the respective conveners.
