YUPIA, May 9: In an effort to address and iron out issues along the Arunachal-Assam interstate boundary, a coordination meeting of Deputy Commissioners and Superintendent of Police of both states was held at North Lakhimpur today.

DC Papum Pare, Tai Kaye, SP Tumme Amo, SP Lower Subansiri Mihin Gambo, Deputy Commissioner North Lakhimpur Bhuyan, SP North Lakhimpur, Sudhakar Singh, Assistant Commissioner Utpal Bhuyan and DFO Lakhimpur Basuthan B were present in the meeting. 

‘Frequent boundary problems with North Lakhimpur district, frequent eviction drive at Gumto, Bogoli  Denka, Lora-I & II, Lower Jumi, Kakoi III and Kakoi CO headquarters by Assam Police and forest staffers with district administration is unfortunate,’ DC Tai Kaye said during the meeting.

 In the State of Assam Versus Union of India and others, the Govt of India constituted Local Boundary Commission and the Commission submitted its report to the Govt of India on the basis of which the hearing is taking place at the honourable Apex Court of India. It was clarified that the existing boundary with distance of 3KM is recommended in favour of 
Arunachal Pradesh and 3 to 5KM inside Assam recommended in favour of Assam.

In response to clarification sought by DFO Assam regarding so called Reserved Forest 
and status quo, the Deputy Commissioner Yupia reiterated that the meaning and terminology cannot be misinterpreted and defined arbitrarily.

‘The status quo means to uphold movable and immovable properties and assets in their respective jurisdiction but does not restrict and confinement of construction of roads and bridges, schools, Aganwadi centres, hospitals and others state government and central government project and schemes under territory of Union of India,’ he elaborated.

  Meanwhile, the DC North Lakhimpur admitted that certain some insensitive action has taken place in the past on their part as they had no clear idea of local 
boundary commission report and wrong perception of territorial boundary and assured the DC Yupia to take corrective measures in future.

 Furthermore, the DC and DFO requested DC Yupia to furnish a copy of Local Boundary Commission report.

After long deliberation, the DC and SP Papum Pare and DC and SP North Lakhimpur jointly addressed issues like interstate law and order problem, information sharing, protection of flora and fauna in the boundary areas, woman and child trafficking, anti-social elements operating from Assam in Arunachal Pradesh etc.

The meeting resolve to work unitedly as good neighbours. The next coordination meeting will be held in Papum Pare District.
