ITANAGAR, Nov 3: The All Arunachal Contractors Welfare Association (AACWA) has demanded Chief Minister Pema Khandu who is also the PWD Minister to clarify on the implementation of the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotion) (Amendment) Act 2020 in the state.
Addressing the media persons at the press club here on Wednesday, AACWA President Nabam Akin Hina said that the Act is yet to be framed and has not been implemented so far. However, there are instances where many departments are publishing NIT and also issuing work orders as per the Act.
He said, while some districts are exercising the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotion) (Amendment) Act 2020, few are exercising the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotion) (Amendment) Rules 2015, which is eventually creating tribulations to the contractors community.
Hina said the Superintendent Engineer (CSQ), PWD has clearly stated that the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotion) (Amendment) Act 2020 is yet to be framed and implemented.
And therefore, the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotion) (Amendment) Rules 2015 is being followed as of now.
“However, much to my surprise, recently the PWD, Jairampur and Aalo division published NIT on the eligibility criteria falling under the Act 2020. The same criteria was also implemented in an NIT issued by the DRDA, Bomdila,” he said, appealing to the state government to stop double standard games.
Hina, while seeking clarification on the matter, has also demanded the Chief Minister to Re-tender the work, cancel the work order and accordingly initiate disciplinary action against the responsible officer.
He said the AACWA has many times made efforts to approach the concerned minister to apprise the matter. But, every time due to some reasons, the CM could not help them. Likewise the advisor to the PWD minister is always unavailable, he added.
“Therefore, for better clarity and avoiding unnecessary harassment to the contractor community, CM should immediately look into the matter and accordingly issue a circular in each district of the state stating which one of the Act has been implemented by the state government,” he said.
On the sidelines, Hina also informed that the contractors’ community is yet to receive the pending bills for the works done before. He said the bills are stuck with the state exchequer but there is no clearance to it.
