Itanagar, Nov 12: To take stock of the recurrent issues in the districts which require immediate and urgent attention from the State Government, the Chief Secretary  Naresh Kumar convened a meeting with all the Deputy Commissioners through Video Conferencing at Civil Secretariat, today. The meeting was held in presence of Principal Secretaries, Commissioners, and Secretaries of the Government of Arunachal Pradesh.
After detailed deliberation, the Chief Secretary flagged some important points before the Deputy Commissioners which will be reviewed on a regular basis.
Considering that these 4-5 months are critical for development in Arunachal Pradesh, he directed the DCs to issue an instruction to all the officers not to leave the districts and their place of posting without prior approval. If any government officer leaves the district without prior approval, disciplinary action will be taken against that erring officer, he said.
Asking the DCs to undertake intensive drive on Covid Vaccination, he directed to ensure that the 2nd dose of eligible persons is completed and that no one is left unvaccinated.
In order to actually know the ground reality of the Health and Education sectors in their districts, the Chief Secretary further directed the DCs to visit their medical facilities and schools in districts on a regular basis.
There are other problems other than the shortage of manpower, he said. He asked them to check whether the medical equipments procured last year are installed properly in the Health facilities. Similarly, concerned with the quality of education in the State, he asked the DCs to check whether the teachers are actually imparting quality teaching.
Speaking on the economic growth of the Self Help Groups (SHGs), the Chief Secretary reiterated the policy of the State Government that is to encourage the SHGs for various economic activities. He told the DCs to fast track the constitution of SHGs and make available to them the seed capital of Rs. 1 Lakh as an assistance for their economic activities.
He told them to review every Land Acquisition matters which are lying pending in the districts and send the action taken reports on 30th November.
Taking serious note of the problem of drug menace in the State, the Chief Secretary asked the DCs to review the problem of drug menace in their respective districts.  Concerned over the menace that it will ruin the life of the younger generation in a few years’ time, he told them to come out with a solid action plan at the district level to control, curb, and reduce the menace.
Other important directions were to organize Sarkar Apke Dwar from the month of November, start of e-office at DC office level, status of mini and micro hydro projects, opening of bank branches, and opening up of bank accounts of all the beneficiaries under social welfare schemes by 31st December.The Chief Secretary also informed the House that Namsai will be developed as the Honey District of Arunachal Pradesh. Later on we will extend the project to other districts of the State, he further informed. In this regard the DC Namsai was asked to provide every possible support to the 60 odd SHGs of Namsai to undergo training which will be organized by the Government of India at Namsai.

Kumar assured to address the issues raised by the DCs including installation of mobile towers at remote locations like Anjaw and other districts.
The Deputy Commissioners raised the issue of posting of Administrative and other important government officers; shortage of teachers, doctors; surrender policy for the surrendered persons; mobile towers etc.
