ITANAGAR, Sep 18: Chief Minister Pema Khandu on Saturday informed that a state board for welfare of unorganized working class is already in place but couldn’t be activated due to the COVID 19 pandemic.
Speaking at the National Labour Day function here organized by the Bharatiya Majdoor Sangh (BMS), Khandu was responding to a 15-point memorandum submitted by the organizers on behalf of the state’s working class. The memorandum included constitution of a State Unorganized Workers’ Welfare Board.
Khandu informed that approval for constitution of the Arunachal Pradesh Unorganized Worker’s Welfare Board was granted way back in August 2020 by the state government. However, he admitted that the Board could not be activated due to the COVID pandemic.
“I have directed the chief secretary to activate the Board at the earliest so that workers under the unorganized sector get all benefits of government schemes and programs,” he revealed. 
To another request for creation of a Motor-Transport Workers Welfare Board, the Chief Minister informed that the state transport department is already working on it.
Regularization of jobs being one of the major demands from the working class in the government, Khandu assured that his government is alive to it and has been earnestly working on it.
Informing that there are about 41408 casual, contingency and ALCs working in the state, he said, “Add to it about 20000 WC workers and the total goes up to about 60000 (in organized sector). The exercise of job regularization at hand is not an easy game.”
Khandu, however, said that the state government is committed to regularize jobs of those who have been serving since 15 years and more.
He informed that 15% vacancies in LDC posts will be reserved for contingency staff while 25% of regular driver posts will be reserved for contingency/casual drivers who are in service for at least 15 years.
“When it come to our MTS casual workers, we have kept 50% reservation for them,” Khandu revealed.
Calling all working class to avail the insurance benefits of Pradhan Mantri Jeevan Jyoti Beema Yojana (PMJJBY) and Pradhan Mantri Suraksha Beema Yojana (PMSBY), Khandu informed the state government has decided to pay the requisite premium of both the schemes on behalf of all registered workers of the state.
It may be noted that while one insured under PMJJBY has to pay a premium of Rs 330 per annum, those under PMSBY have to pay Rs 12.
Khandu urged BMS to spread the information and facilitate all workers to avail benefits of at least one of the schemes. He advised BMS to focus on bringing all organizations of the working class in the state under one umbrella saying a unified voice is need of the hour.
The Chief Minister distributed tiffin carriers and labour kit bags to local women vegetable vendors to mark the occasion.
The celebration was also attended by state labour board chairman Nyato Dukam, local legislator Techi Kaso, BMS National General Secretary Ravindra Dinkarlal Himte, BMS National Secretary Somesh Biswas, office bearers of state BMS chapter and others.
