ITANAGAR, May 30:  The state government has released 18 out of the 41 detainees who were arrested by the state police under the Arunachal Pradesh Unlawful Activities (Prevention) Act (APUAPA) during a 72-hour bandh called by certain organizations in the first week of May.
According to the order issued by the Home Department, the advisory board under APUAPA carefully examined the case diary and the available evidence before issuing the order for the release of the detainees.
Speaking to the media,  Deputy Commissioner, Itanagar Capital Region,  Talo Potom, informed that the 18 individuals were released on the same day the order was issued, which was Monday. The state government has not only revoked the detention orders but has also instructed the authorities to release the detainees.
However, Potom mentioned that the detainees and their families had to sign an undertaking letter, ensuring that they would not participate in any illegal bandh calls in the future. It was made clear that if any of them were found engaging in unlawful activities in the future, a regular case would be registered against them.
Potom emphasized that while everyone has the democratic right to voice their concerns, there is a proper procedure that needs to be followed. "Any form of protest or rally should obtain permission from the relevant district administration," he said adding "democratic movements should not cause harm to public property or disrupt the regular activities of the general public."
Regarding the release of the remaining detainees, the DC explained that the advisory board members would decide their fate in the next phase of the meeting. "The district administration had acted in accordance with APUAPA by detaining the protesters, and it is now up to the advisory board to exercise their discretion in releasing the remaining detainees."
The bandh was initially called for a period of 72-hours in the Itanagar Capital Region (ICR) from May 10 to 12, demanding swift action on the 13-point charter of demands related to the paper leak issue in the Arunachal Pradesh Public Service Commission (APPSC). In response, the district administration declared the proposed bandh illegal under Section 144 of the Criminal Procedure Code (CrPC).
Following the declaration, the state police registered 12 cases against individuals for damaging public property and various sections of the Indian Penal Code (IPC). Out of the 120 people detained across the state during the 72-hour bandh, 41 were booked under APUAPA.
