ITANAGAR, Feb 8: The two-day thirteenth session of the Seventh Arunachal Pradesh Legislative Assembly began here on Thursday with the ceremonial Governor’s address. 
The House paid rich tribute to former MLA Late Yumsem Matey who was shot dead by unknown miscreants near the Indo-Myanmar border in Lazu circle of Tirap district on December 16, 2023. The house observed a two-minute silence as a mark of respect.
Late Matey, represented Khonsa West Assembly Constituency in Tirap district and served as an 
MLA from 2009 to 2014 and lost the election in 2014. Before joining politics, he worked as an Adult Education Officer in the Department of Education. Matey was intending to contest the ensuing election. 
Deputy Chief Minister Chowna Mein, while condemning the brutal murder of late Matey, termed it as inhuman and shameful act. He said that as peace is a prerequisite for development, government is taking all out efforts to ensure that peace, tranquility and security prevails in the region. Speaking on his close association with the former MLA, Mein said that in his demise, the state lost an aspiring and promising leader.
Participating in the obituary reference, Home Minister Bamang Felix informed that the Police swung into action immediately and the perpetrators involved in the killing of former MLA Yumsem Matey were identified the very next day, adding that they had come through the porous Indo-Myanmar international border. 
Felix stated that as it was a cross border crime and highly sensitive and volatile in nature, police recommended the investigation of the case to Police Headquarters (PHQ), Itanagar and subsequently the PHQ recommended the case to the home department, which in turn, recommended it to the National Investigation Agency (NIA) during December last week.
The Home minister told the house that the NIA team reached the place and started the investigation. The government is determined to leave no stone unturned to unearth the case and no one would be spared, Felix said. Terming the killing as an attack on the people of the state, the minister said police is providing full cooperation and support to the NIA to deliver justice to late Matey, besides reviewing the security of Tirap, Changlang and Longding belt.
Earlier, Assembly Speaker PD Sona initiated the proceeding in paying tributes to the former MLA. Sona, while giving a brief on his bio data, said that the demise of late Yumsem Matey has created a vacuum. 
While participating in the discussion, PHE & DoTCL Minister Wangki Lowang said that several incidents of killing and kidnapping are happening in the area by the anti-social elements since 2001 including  killing of former MP late Wangcha Rajkumar and former MLA late Tirong Aboh, adding international  borders need to be secured and properly guarded. He urged upon both the state government and GoI to  make the sensitive international border a foolproof security for protection of the people especially the TCL region. 
All the speakers including RWD Minister Honchun Ngandam, members - Laisam Simai, Gabriel Denwang 
Wangsu, Wanglam Sawin, Tanpho Wangnaw, Chakat Aboh, Wanglin Lowangdong strongly called for measures against the anti social elements in the region and strong security and vigil along the Indo-Myanmar border.
While Wangsu advocated for attending the challenges and development of the Ollo community, one of the most backward community represented by late Matey as the best tribute to the former leader, 
Lowangdong suggested for a memorial in honour of the former leader so that people remember him in days to come.
