Roing, Jan 27: A one-day orientation cum sensitization training programme on Juvenile Justice Act- 2015, Amendment Act 2021 & JJ Rules, Protection of Children from Sexual Offence Act 2012 and Amendment Act 2019 and Rules and Adoption Regulations 2022 was conducted by District Child Protection Unit, Roing today.
Deputy Director (ICDS) Cum DCPO Geyum Amo Perying highlighted the needs and importance of child related legislations and adoption regulations and furthermore advised all to focus on sensitization as an important aspect for stakeholders working with child protection schemes.
Resource Person Dr. Tilu Linggi (LPO DCPU) spoke on Juvenile Justice Act- 2015, Amendment Act 2021 and rules, thoroughly highlighting the general principles of care and protection of children, importance of Child Welfare Committee and Juvenile Justice Board, CWC and JJB’s Procedure, power, function and responsibilities. The resource person focused on the area of JJ Act i.e child in conflict with law and child in need of care and protection, Institutions under JJ Act and the mandatory reporting of child found separated from guardian. Minimum 20 sittings and 2 inspections shall be from CWC members in a month at designated Child Care Institutions to know the conditions of children, She added.
Resource Person Adv. Baysham Trying from District Legal Service Authority (DLSA), Roing spoke on POCSO Act 2012, Amendment Act 2019 and Rules. He informed on amendment sections and focused on punishment under the Act, procedure for reporting of cases under POCSO Act (sec-19) (Mandatory Report), punishment for failure to report or record a case and punishment for giving false complaint or information, procedures for recording the statement of the child, procedure regarding care and protection of child (Sec-4), medical aid and care (Sec-6), Legal Aid assistance (Sec-7). The legal aid, compensation and assistance shall be provided by DALSA on the recommendation of CWC board members, he said.
Resource Person Ms. Sanu Lama, (Coordinator, SAA Roing) informed about Adoption Regulations 2022 and Specialised Adoption Agency and created awareness on the term adoption and its importance, procedure, structures, legal adoption procedure and surrender of child. She also mentioned that there are only 2 specialised adoption agencies in Arunachal Pradesh i.e at Roing and Naharlagun. Further she informed that the adoption process takes place for in-country adoption and inter-country adoption.
The stakeholders present were the members of Child Welfare Committee (WCW), Juvenile Justice Board (JJB), Child Helpline, Specialised Adoption Agency (SAA), One Stop centre (OSC), Child Care Institution (Children’s Home and Specialized Adoption Agency) and District Child Protection Unit (DCPU). Altogether 30 participants attended the training programme.
In an open discussion, informative and productive discussions were held with the resource persons and stakeholders present. Napi Meto (Protection Officer, DCPU) also spoke during the programme.
