ITANAGAR, Jan 29:

Speaker, legislative assembly, T. N. Thongdok on Monday laid emphasis on pragmatic approach towards development of rural villages and stressed that PRIs can be strengthened through only providing appropriate and workable devolution.

Citing commitment of state government towards development of entire villages in the state, Thongdok said that healthy and tangible development of PRIs and urban local bodies can only be achieved through participatory decentralized planning with mission of cooperative federalism’.

He was addressing the State Level two day Panchayat Sammelen successfully which began here at State Assembly Conference Hall and attended by HODS including ZPCs, ZPMs, ASCs, ASMs, GPCs, GPMs and officials.

Underscoring the importance of PRI member’s participation in every development activity of villages, Thongdok directed all the PRIs along with Directorate of PR ,RD and SIRD&PR along with devolved departments to sit together to draw the road map for vibrant PRIs in the State.

In the meantime, he also appealed each MLA to follow the spirit of Gram Swaraj or local governance with the consultation and taking confidence of PRIs representatives so that corruption free, people’s development shall be replicated in the eyes of needy people.

Further  lauding the SIRD&PR, RD, PR departments for taking the needed developments to village level as desired by state government including  Centre,  he appealed all the line departments to follow this historic and elaborative guideline as notified by Government of Arunachal Pradesh for realm of development in village level.

Parliamentary Secretary ,PR ,RD ,IPR Mama Natung mentioned Panchayati Raj and  Rural Development as the mother departments of all sectoral line departments where the hope and aspiration of common villagers are reflected.

In an emotional note, Natung said that “all of us are born and brought up from the village, then got education and thereafter settled in the different corners of the state and never look back to develop our mother villages.

He also called for judicious utilization of funds and urged PRIs to make documentation and recording of Gram Sabha Planning which he said will be reviewed from time to time.

Stating that development of the country can be achieved only after first developing the villages, Konkar Dolum, Director RD threw light on various RD planning process adopted.

 

 He appealed all the educated people those are working in the different capacity to adopt his/her village so that real realm of development shall be punctuated with all the stakeholders including PRIs, Gaon Burahs, officers and officials in the various levels.

 

 Nyali Ete, Special Secretary (RD&PR)-cum-Director, SIRD&PR said that this Sammelan is the road map to exchange the knowledge about the implementation of 14th FC Grants, RD Programmes in Panchayat level and to devise the mechanism to redress the grievances faced by the PRIs in respective tiers.
