ITANAGAR, Jan 27: The Itanagar capital police arrested a 37-year-old constable of 2nd IRBn, posted at Naharlagun, along with three others in connection with the pre-planned abduction and sexual assault on two minor girls.
SP capital, Rohit Rajbir Singh, on Saturday, told reporters that police received a complaint about the missing of two minor girls from Chandranagar, here, on January 20 last. Considering the age of the girls, a case of kidnapping was registered in the women police station.
Following the investigation, it was found that the girls were at Guwahati. Further, with support of the Bhangagarh Police team, Assam, the girls were successfully rescued and later transported to Itanagar on January 22 last. Subsequently, the police also arrested the four accused.  
The SP said that the complaint was initially of a ‘missing case’, however, it was later found that the girls were victim of heinous crime, subjected to kidnaping and sexual assault in Harmoti and Guwahati.
“The girls disclosed that their escapade began voluntarily, seeking adventure, but took a sinister turn when they encountered an individual who introduced himself as police personnel at Naharlagun Railway Station, leading to their subsequent abduction,” the SP said, adding that, then the accused transported the victims to Harmoti, where a hotel became the scene of unspeakable crimes.
The investigation further unravelled connections to a parlour in Guwahati, run by one of the accused. Within a mere 48 hours of learning about the sexual assault, the team successfully identified and arrested unknown perpetrators across state boundaries.
When asked upon denial to disclose the names of accused, SP said it can’t be revealed as of now due to the mandatory Test Identification Parade (TIP) proceedings. Therefore, the accused, as of now is remarked as A, B, C, and D.
Mr. A, (37), is a constable with the 2nd IRBn and is presently posted at Naharlagun. B, (22), hairdresser, is a permanent resident of Uttar Pradesh and C (23), a mechanic, is resident of Bihar. Both are presently settled at Doimukh.  
“Meanwhile, Mr D (30) runs a parlour at Guwahati, Assam and is settled there. He is a habitual offender and has also been arrested for selling and possessing narcotics in Guwahati,” the SP added.
SP also conveyed his gratitude to DCP East Guwahati, Akshat Garg, ACP Dispur Nishant Saurabh IPS, ACP Chanmari, Nitisha Jagtap, ACP Panbazar, Amit Mahato and their team for the indispensable support to the Capital Police team, and upholding the Arunachal Pradesh-Assam law enforcement agencies cooperation charter.
He also expressed appreciation for the families' trust, support, and sensibility amidst the distressing circumstances and reiterated that Arunachal Police in general and Capital Police in particular is committed to ensure that perpetrators of such heinous crimes are brought to justice.
A case registered under, ITA WPS Case No-03/24 under section 363 IPC in connection to the initial complaint.
