Itanagar, Feb 8: Chief Minister Pema Khandu while moving the Arunachal Pradesh (Re- Organization of Districts) (Amendment) Bill, 2024 for consideration and passing on the floor of the house said that two new districts, namely Keyi Panyor and Bichom have been created for administrative convenience of the people inhabiting in the areas and thanked the members for cooperating and supporting the government in its pursuit to bring about accelerated development in the state.
As the state is strategically located and have the most difficult terrain in the country, Khandu informed that Keyi Panyor district with headquarters at Yachuli is created by bifurcating from Lower Subansiri, while Bichom district with headquarters at Napangphung has been carved out from East Kameng and West Kameng districts. This makes the total number of districts in the state to 28.
The Chief Minister stated that creation of the two districts was done to fulfill the socio-cultural aspects of the people and deliver socio-economic and development activities, besides providing convenient administrative set up.
The demand for creation of Bichom district is an old one and the district is being created to bring far-flung areas under easy accessibility and acceleration of economic development through various government initiatives after discussions with the CBOs, he said, adding it would benefit communities including Miji, Sajolang, Aka (Koro) and Puroik.
The Chief Minister said that 27 villages of West Kameng will be merged with Bichom district from Nafra, Khazalang and Sirilang circles and 28 villages from East Kameng from Lada and Bana circles, while Keyi Panyor district will have administrative circles at Yachuli, Yazali, Kora, Deed, Paramputu and Pistana.
He further informed the house that 67 new posts in various categories have been created for both the districts with a financial implication of Rs 3.5 crore annually.
Khandu, while informing that the seventy years long Assam-Arunachal Pradesh boundary problem has been resolved amicably, sought the support and cooperation from the members and assured to take along the development initiatives in the future.
Ministers Mama Natung, Taba Tedir and Tage Taki and MLAs Goruk Pordung, Dongru Siongju, Jikke Tako, Lombo Tayeng, Tana Hali Tara, Nyato Dukom, participated in the discussion and thanked the government for fulfilling the long felt demand of the people and facilitating growth of the indigenous identity of the communities residing in the areas as well.
The Assembly also took up series of businesses during its first day sitting.
The session saw introduction of four bills, which included - The Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill, 2024 by Deputy Chief Minister and Minister in charge Finance, Chowna Mein, The Arunachal Pradesh ( Land Settlement and Records) (Amendment) Bill, 2024 by Minister Nakap Nalo, The Arunachal Pradesh Lokayukta ( Amendment) Bill, 2024 by Home Minister Bamang Felix and The Arunachal Pradesh Re-Organization of Districts (Amendment) Bill, 2024 by Chief Minister Pema Khandu.
