ITANAGAR, Apr 27: The Department of Hydropower Development today held a review meeting to discuss about the modalities to be adopted for improvement of power generation from the state owned micro/mini/small hydel plants which are under operation & maintenance by the DHPD.
The meeting was attended by its CEs, SEs, EEs and other officials and was presided over by Balo Raja, Advisor to Minister(Hydropower & Power).
It was reported that the department could not generate its maximum capacities of power due to various reasons, such as under-drawal of power due to non-availability of grid connectivity, paucity of sufficient funds for undertaking minor/major repairing/restoration and maintenance works etc on time.
The department presented detailed interactions on revenue generated from the state owned micro, mini and hydropower plants with present status of all the plants and the area wherever special attention is required from the government to ensure its optimum power generation proportionate to the available potentials and capacities of the hydels. The CE(WZ) also elaborated on the status of Carbon Credits registration, informing that a total of 98 mini/micro & small hydropower plants of the State comprising of 50.295 MW installed capacity have been qualified and registered under Universal Carbon Registry as its 1st phase. In its 2nd phase, a 3rd party auditing and verification is being carried out and will be completed by the end of April. Further, in its 3rd phase, trading of the carbon credits in India’s Multi Commodity exchange will start by 31st May this year. It is expected that revenue out of this process would be around Rs. 1.15 crore per annum. The carbon credit is a right to emit a measured amount of greenhouse gas in the atmosphere.
Raja, in his address suggested for achieving the target of completion of all the projects under Renovation & Modernisation besides the projects announced under Golden Jubilee Border Village Illumination programme. In the first phase, a total of 17 micro/mini hydel projects of various capacities were sanctioned with financial assistance from NABARD to provide access of reliable power to the villagers, as part of various initiatives of the present government to improve the quality of lives of the people living at the borders, he said.
A coordination meeting with the Power & the Hydropower departments will be convened on April 29 next to resolve all such issues.
