ITANAGAR, Feb 7: The Pan Arunachal Joint Steering Committee (PAJSC) said that the committee and public are hopeful that the Arunachal Pradesh Public Examination (Measures for Prevention of Unfair Means) Act, 2023, will be passed during the 2-day state assembly session by the legislators of the state.
PAJSC Vice Chairman, Tadak Nalo said that there are various dimensions in the reformation aspects of the state public service commission. The first, which can only be executed by the acceptance of it through legislation in the assembly, and the other is at the discretion of the commission members.
Nalo said that implementation of the Arunachal Pradesh Public Examination (Measures for Prevention of Unfair Means) Act, 2023, is one of the top priorities, which needs legislation during the ensuing assembly session. Unless such an act is passed, despite having robust standard operating procedures (SOPs), those involved in malpractice can never be punished.
He said that a draft placed before the public domain on the prevention of unfair means Act by the state government was somewhere lacking strong points. Therefore, the PAJSC submitted 18 points of comprehensive inputs, to incorporate in the draft.
“Now, since the commission has been formed by the appointment of new members, we believe that the bill is passed. We also believe that the draft includes the points suggested by the committee,” he said.
He said, before the commission issues advertisements for jobs, the state government should ensure the Arunachal Pradesh Public Examination (Measures for Prevention of Unfair Means) Act is passed.
PAJSC also said that the state government during the assembly session will place the whistle-blower Act. It is one of 13-point demands of the PAJSC.
The state government had issues with the nomenclature of the Act, therefore, the committee suggested a new nomenclature, ‘Protection of informers Act’.
“Likewise, the Gyamar Padang state bravery award should be introduced in the state. In short, we hope every demand of the committee which falls under the jurisdiction of legislation approval will be placed during the assembly session,” he added.
Besides this, Nalo also said that the committee recently met with the new commission members, appraising the dire need of strong and structural SOP, need for a redressal cell in the commission, and justice for Mudang Yabyang, a person with disabilities (PWD) candidate, etc.
He said that the committee is hopeful that the commission and the state government will live up to the expectation of the public by incorporating the inputs and suggestions of the PAJSC.
