ITANAGAR, Jun 19: As heavy rainfall continued to pummel Arunachal Pradesh, normal life has been hit while four people lost their life's in two separate incidents.
In the Itanagar Capital Region, one person was killed on Sunday in a landslide related incident. The victim identified as Rage Hilli was buried alive while riding a bike at Yupia road near the Arunachal Pradesh State Pollution Control Board, Pappu Nallah, Naharlagun due to heavy landslide.
In another incident, three people were  buried alive at chainage no. 700, near Angkaling village of Kalaktang Sub-Division of West Kameng District in a massive landslide that occurred in the intervening night of June 17 last. Bodies of the missing persons are yet to be retrieved. Search Operation Team comprising of NDRF, SDRF Police, SSB and local villagers led by the ADC, Kalaktang and DDMO, Bomdila have rushed to the spot. More than a hundred stranded travellers have been rescued from various block points on the Balemu-Bomdila road. 
With this, a total of 12 lives has been lost in the state so far, with 3 deaths earlier in Kurung Kumey and 5 in ICR till date since April. Further, 524 houses have been damaged in 87 villages affecting the population of about 11000 in the state. 11 rescued inmates are staying in  relief camp in Lohit who are provided with all essential items by the concerned DC/DDMA, a release from the state disaster management said.
In East Siang District, four staffers of the Forest Department were stranded at D Ering Wild Life Sanctuary due to heavy surge in the water level of Siang River and were rescued with the help of NDRF Dhemaji on June 18 next.
The heavy downpour has also disrupted road connectivity in many districts. Currently, the Margherita-Changlang Road in Changlang district, Hoj-Potin road in Papum Pare and Balemu-Bomdila road in West Kameng, and TAH roads in Upper Subansiri, Kurung Kumey and many other districts are blocked due to heavy rain triggered landslides.  The Works Departments are working hard to restore connectivity in all these districts.
Continuous torrential rain since April has also caused damages to agriculture and horticulture crops, agricultural land, livestock, snapping of water pipelines, destruction to Hydel station, electric poles and towers and have crippled normalcy in many districts. 
Concerned over the current scenario and uncertainty of the situation in the state due to incessant rain, the Department of Disaster Management has issued directives to all Deputy Commissioners and stakeholders to remain alert to respond to any disaster emergencies. The department is also in constant touch with agencies like IMD, CWC etc for early warnings.
The department of DM has also alerted five Regional Response Centers established at Bomdila, Ziro, Pasighat, Tezu and Khonsa alongwith teams of NDRF deployed at Bomdila and Namsai. Relief Centres have also been set up by the DDMAs in all districts to shelter affected people during needs. All the DDMAs have conducted monsoon preparedness meetings with all stakeholders and issued Do's and Don'ts during monsoon. 
The department of DM has placed fund with all DDMAs under SDRF for payment of immediate relief. The District Administration, ICR has served evacuation/ shifting orders to 279 houses, geo-tagged, from Hollongi roadside to Banderdewa whose houses were found vulnerable to flood and landslides. 
 Secretary Disaster Management, Dani Salu has cautioned all the Deputy Commissioners to be on alert and be vigilant during this season.
Meanwhile, the Department of DM has also appealed the general public to remain alert and follow the safety & precautionary measures till the rain subsides. They are advised to adhere to Dos and Don’ts issued by the District Administrations from time to time for their safety. 

16-year-old promising boxer dies in landslide incident, friend miraculously survives

ITANAGAR, Jun 19: A 16-year-old  boy was buried alive in a landslide triggered by incessant rain that occurred between Naharlagun and Yupia road on Sunday morning.  
The deceased has been identified at Rage Hilli, a resident of Keyak village in West Siang district temporarily residing at Dokum Colony Itanagar. The victim along with his friend was travelling to Rajiv Gandhi University for a boxing selection trial when landslide hit their motorcycle. Miraculously the victim's friend Tai Abu managed to escape with some injuries.
Further, one SUV (Duster) was damaged in the incident, while the driver received minor injury.
Police inquest is being conducted, and dead body has been handed over to relatives after legal formalities, informed NDRF official.
Earlier, Deputy Commissioner ICR, Talo Potom , Mayor Tame Phassang also rushed to the incident site to take stock of the situation. Expressing grief over the loss, Mayor appealed to the denizens to take extra precautions while traveling during monsoon season.
Meanwhile, Chief Minister Pema Khandu has also expressed grief over the death of the minor boy. “Pained by the death of 16-year-old promising boxer Rage Hilli in a landslide incident at Yupia, today. Hilli was a class 9th student and had a dream to join the armed forces to serve the country. My thoughts are with the bereaved family in this hour of grief,” stated the CM on his official Twitter handle.
