Panchayati Raj Diwas

DOIMUKH, Apr 24:Terming Gram Panchayats as the pillar of grassroots level local self governance, Minister Panchayati Raj, Rural Development and Cooperation, Alo Libang stressed the need to strengthen them.

‘If  our villages are developed  then definitely there will be  change in pace of development in the state too and  hence it is very important to strengthen the  Gram Panchayats  as it is the pillar of grassroots level local self government in every aspect,’ he said.

He was addressing the Panchayati Raj Diwas under the aegis of Gram Swaraj Abhiyaan which was celebrated in a befitting manner here at Rono ground community hall today.  

 Speaking on the importance of Gram Sabha, Libang reiterated that Gram Panchayat leaders must know their responsibilities, rights and duties.

‘Gram Sabha has been given responsibility to ensure that public funds are utilized in a more accountable manner. Gram Panchayats should make plan to choose the activities that are more useful for the people and get it approved by Gram Sabha so that development can reach to the needy people,’ he added.         

Informing the Panchayat leaders that two-tier Panchayati Raj system has been introduced in the state, he said that the government is seriously looking into the powers and functions under the two-tier system before conducting the Panchayat elections in the state.

Also opining that education is very important for Panchayat leaders, Libang advised people to elect persons who know about programmes and can lead the people in the right direction.
         Secretary, Panchayati Raj, Rinchin Tashi highlighted the evolution of Panchayati Raj System in Arunachal Pradesh and said that the PR system in the state is not fully developed due to lack of education and sensitization about rights and duties and their responsibilities.           

Papum Pare district Zilla Parishad Chairperson, Nabam Aka while sharing her experiences said that Panchayati Raj system will be stronger with full devolution of powers and functions and separate budgetary support for Panchayats.

She also requested the Minister to look into regularization of contractual staffers of Panchayat so that they can discharge their duties sincerely.         

Deputy Commissioner In-Charge SDO (S) Tabang Bodung who also spoke on the occasion requested PRI leaders to join hands with the administration in successful celebration of Gram Swaraj Abhiyaan in the district.
         Gram Panchayat leader Tana Tala, GPC, Lekha while sharing his experiences as a gram panchayat leader said that people have benefitted by Swachch Bharat Abhiyaan ( Gramin) implemented by PHE & WS deptt, and  MGNREGA schemes. Among others Special Secretary RD &PR Nyali Ete and DPDO Yupia, JT Toko spoke on the occasion. 

 During the programme, Gram Panchayats were also distributed Certificate of Merit by the Minister.           

Director PR, R Ronya, DD Panchayat, Member Secretaries, ZPMs, Gram Panchayat leaders attended the programme.  To mark the day Gram Sabhas are being conducted at respective  Gram Panchayats in the district. The programme was organized by Department of Panchayati Raj, Yupia and district administration in collaboration with Directorate of Panchayati Raj, Itanagar.

 

At KHONSA:

Along with rest of the country the “National Panchayati Raj Day, 2018” was celebrated at Khela under Khonsa in a befitting manner under the chairmanship of ADC cum DPDO Techu Aran.

In his welcome address CO, Dadam, Asan Kri highlighting the significance of the day informed about the weeklong campaign launched by GoI called “Gram Swaraj Abhiyaan” and added that “under Khonsa 24 villages have been selected where nodal department will impart awareness training on implementation of various flagship schemes.”

ADC cum DPDO Techu Aran urged the villagers and PRIs of Khela to avail all the facilities under various PM Flagship schemes. He also exhorted concerned departmental officers and resource persons to ensure benefits reaches to each household especially to remote rural villages.

PO (APEDA), Yami Ronya informed that distribution of LED bulb was successfully implemented in the district wherein 2216 bulbs sold on subsidy rate out of 2000 target.

Earlier two nodal officers (GSA) from Delhi in connection with implementation of various PM flagship programmes in the district were also felicitated.

AT HAWAI:

DPDO, Badonlum Tawsik while chairing a meeting in connection with “ National Panchayat Day” at Hawai, Anjaw called for imparting awareness to people on social issues such as immunization and health, women empowerment, social development and flagships schemes.

Tawsik informed that similar kind of activities have been organized at circle levels of the Districts. Special Gram Sabhas were also organized at various far flung areas.

At TEZU:

The day was celebrated here in presence of District Panchayat Development Officer (DPDO), Kajal Karmakar, Zilla Parishad Chairman Potang Rongmang, Zilla Parishad Member, Member Secretary Une Pertin, Admin Officers, and Panchayat members of Tezu and Wakro.

To be aware of government welfare schemes, Karmakar encouraged active participation of Panchayat members in all the developmental and awareness programmes. He appealed the members to use the funds provided to them properly for the welfare and benefit of their respective areas and people.

At PANGIN:

National Panchayati Raj Day was today celebrated as a part of the ongoing Nation Wide Gram Swaraj Campaign in all the Gram Panchayat Blocks of Siang District. At Pangin, it was celebrated under the chairmanship of ZPC Opung Jerang in a programme which witnessed massive participation of Panchayati leaders and Staff of Pangin-Kebang Anchal Samiti, ASHAs and Anganwadi workers.

ADC Cum DPDO Pangin gave a detailed presentation on the role and responsibilities of the Panchayat leaders, significance of Gram Sabhas and aims and objectives of the Gram Swaraj Campaign while exhorting all the PRI leaders for their active participation in all social welfare schemes so that these schemes are effectively implemented at the grassroot level. 

Member Secretary Dr. Rani Mibang, CO highlighted the significance of formulation of Gram Panchayat Development Plan through interactive Gram Sabhas and it's effective implementation.  She further appealed to all Panchayat leaders, nodal departments and functionaries for effective participation to successfully complete the campaign that would culminate on May 5 next.

TAWANG:

Panchayati Raj Diwas was celebrated across the district as part of the ongoing Gram Swarajya Abhiyan. Continuing with the campaign, officers of various departments assembled at the camps set up at villages and various services were made available to the villages. In an effort to reach out to rural population in campaign mode with programmes focussed on their economic and social development, special Gram Sabhas were conducted where left out beneficiaries under various schemes were identified. 

Arrangements were made for viewing of live telecast of the PMs address from Jabalpur at Madhya Pradesh. Further, important social issues on immunisation and health, women empowerment, education etc were discussed at length.
