ITANAGAR, Aug 10:Asserting that major central and state sponsored schemes are not being implemented properly at the ground, Chief Minister Pema Khandu called on the officials to play pro-active role. He said the present government will work for the welfare of its employee but will not hesitate to sack those who fail to perform. He also said those non performing officials will be given early retirement. 

Khandu was speaking at the BJP state executive meeting here at the Art of Living Ashram, which was attended by State BJP President Tapir Gao, top state and district party members, ministers, parliamentary secretaries and MLAs from ruling party. 

The Chief Minister also asked people to report if any officers demand certain percentage of money from development projects. He said such practises are unethical and needs to be rooted out with collective effort. 

Also appealing people to avoid demanding money during elections, the Chief Minister said he will approach CBOs, religious institutions and heads for making a collective appeal to shun ‘cash for votes’. 

Dwelling on the need to spread awareness about CSS schemes to the intended beneficiaries, he informed to form a committee by September comprising of Ministers and officials to spread awareness about these schemes on a time bound manner. Through CSS, state government could bring huge resources from the centre, he said while discouraging sending proposals for smaller projects under such schemes.

Speaking on GST, the CM expressed concern over its poor migration from earlier VAT regime. He informed that less than 1% of intended target population in Arunachal are covered by it as businessmen are poorly informed about GST. He said GST implementation will prevent revenue leakage that amounted to 70% pilferage earlier. He said a committee will be formed to make people aware about GST soon.

The Chief Minister emphasised on revenue generating sector to boost revenue for the state. He said the state government had acquired Rs 4000 crore financial liabilities from previous governments out of which Rs 2500 crore has been cleared in March 2017 with additional Rs 1000 crore cleared just recently. This is without any central help and was purely achieved through financial management, said the CM. 

In today's meeting, a political resolution was moved declaring that PPA party is no more a part of NEDA Alliance. The Chief Minister, however, said under his leadership no constituency will be deprived of any funds or packages for their development. 

In his speech, Chief Minister also congratulated three years successful completion of Amit Shah as National BJP President. He also congratulated all for one year completion of his government. He credited the successful completion to all his ministers, MLAs and officers. He said the state government was able to make major achievements only after it joined the BJP party.
