ITANAGAR, Jun 29:Following intervention by the state government the agitating Confederation of Service Association of Arunachal Pradesh (CoSAAP) has announced to suspend its ongoing indefinite pen and tools down strike temporarily with immediate effect. The breakthrough came after the In-Charge Chief Secretary, Satya Gopal, called a meeting with CoSAAP representatives today.

Ashish Kundra, Commissioner (Finance), Kaling Tayeng, Commissioner Health and Family Welfare, Nobin Payeng, Inspector General of Police, Sonam Chombey, Secretary to CM and Ikar Dirchi, Dy. Secretary General Administration (GA) were present from the government side while the team CEC, CoSAAP, was headed by President Pate Marik, Gonya Riba, Secretary General along with a 14 executive members.

During the meeting government’s decision on implementation of FR-56 which was one of the core demands of the employees since decades andregarding the decision effecting date of the implementation w.e.f.01.01.2018 and other two issues i.e review of NOC and restoration of Medical Attendance Rules were discussed.

Acting CS Satya Gopal informed about the government’s inability to implement FR-56 with immediate effect due to many parameters affecting employment generation for the younger generation and also with a view to take alternative tangible solutions in the event of implementation of FR-56.

He further appealed the government employees to bear with thedecision although it will deprive certain percentage of retiring employees.

During the meeting it has been assured that the Notification for implementation of FR-56 shall be notified very shortly and circular on restoration of Medical Attendance Rule shall be issued by 5th of July 2017. It was also assured that modification of NoC system as per suggestion of Chief Secretary on 25th October 2016, the matter will be again discussed on arrival of regular Chief Secretary in the station for favourable consideration.

Welcoming the decision, Marik, however, expressed dismay for not taking it into consideration with immediate effect as employees retiring within 31st December 2017 are left out from the benefit and requested the Govt. to reconsider the effecting date so that the retiring employees do not go with heavy hearts. He further appreciated the decision to restore Medical Attendance Rules from the date of APCMUHIS was stopped.
