ITANAGAR, Aug 4:  The All Arunachal Pradesh Trans Arunachal Highway Welfare Association on Friday appealed the State Government to strictly monitor and direct all executing agencies of TAH within the state to ensure top quality and adhere to norms and conditions as per detailed project report (DPR).

Interacting with reporters at Press Club, President, AAPTAHWA , Papu Tayem has expressed disappointment over slow pace of highway construction in various pockets of the state and informed that most of the executing agencies are violating the MoU agreement and not executing work as per central public work departmental norms, (CPWD ) and guidelines.

Citing example of few ongoing TAH projects like Bana to Pakke -Kessang –via Sagalee, and Nichipu – Hoj  at Lower Subansiri etc, Tayem alleged executing agencies of not following basic components of works as per agreement like proper disposal of muck, cross drainage, protective and pavement work, formation cutting etc.

Attributing the shortcomings as lack of will and negligence on the part of the state government, he appealed to government to talk with high authority of MoRTH and establish RO office in the state capital to properly monitor and check such anomalies.

Recalling the recent tragic incident that took 14 lives at Laptap due to negligence of the executing firm, Tayem asserted that the mishap could be averted if the executing firm had constructed proper protective walls above the village.

“Most of damages caused to highways across the state are not because of natural calamity, but due to non-adherence to highway specification as per MoRTH and deviation from original sanctioned DPR by contractors and lack of supervision and quality control,” pointed Tayem.

Referring to his recent visit to assess the quality and durability of TAH projects in various parts of the state, Tayem claimed that it has been observed that the contractors are not dumping muck at earmarked locations as per MoU signed and as a result heavy landslides occur leading to loss of lives, damages to Jhum cultivation land, paddy field and livestock.

Tayem cited that most of the work sites don’t have dumping grounds, no adequate culverts, formation cutting slopes are not as per soil condition resulting in landslides and rarely there is quality check on TAH by authority, further added Tayem.

Further mentioning that the state government is yet to disburse about 30 percent of compensation amount to TAH affected people across the state, the association also urged the state government to sort out the issues of land acquisition and clear all the pending compensation so that the projects are completed in time without any hindrance.
