BOMDILA, July 9: Arunachal Pradesh chief minister Pema Khandu said that the recent PIL filed in the High Court alleging misappropriation under the Deen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY) is a political agenda to defame his government.
"NIT has been published, work has been completed and everything was done in a legal way. It is a political agenda to defame the government," said Khandu.
While speaking to reporters, Khandu further asserted that work under Deen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY) is already completed on the ground and there are no anomalies even in the tender process. "In a democracy, if people feel that someone is doing corruption and knocks the door of the Court, I welcome them," he added.
A Public Interest Litigation (13/2022) has been filed in the Gauhati High Court –Itanagar Bench before the Justice SK Medhi and Justice Kakheto Sema praying for registering a criminal case as well as a judicial inquiry on the mismanagement of funds meant for project under the Deen Dayal Upadhyay Gram Jyoti Yojna (DDUGJY) pertaining to three districts -- West Kameng, Tawang and Namsai worth Rs. 142.74  crore.
In the said PIL, Advocate Mehmood  Pracha claimed that the work/tender process was allotted without following due process of law wherein recourse to forgery and other illegal means were adopted.  It is also alleged that the entire concept of a fair competition was minimized and the work was allotted to favoured parties.
While observing the  PIL, the Hon’ble Court has issued notice to the Department of Power, and other ten officials to submit their affidavit within four weeks. The court has also listed the case for July 25th next.
Further, responding to questions on the recent devastation in the state due to natural calamities, Khandu stated the government has already assessed the damages caused by the recent monsoon. We will start the restoration of various roads and infrastructures as soon as the weather improves, the chief minister said.
When asked about shortage of teachers in various government schools, he informed that the cabinet has already taken the decision to rationalize the transfer and posting of teachers. Moreover, the concerned department has also been directed to recruit teachers through APPSC, and the process is going on for the same, Khandu said.
The chief minister also asserted that the Education Minister has been advised to release more funds under various flagship schemes like Chief Minister Samast Shiksha Yojana (CMSSY) to appoint teachers so that the gap could be bridged.
