MIAO, Feb 11: The Changlang district administration today clamped 144 CrPC around the boundary areas of Neotan village and Dharampur Chakma settlement area in Miao after miscreants removed few of the boundary demarcation pillars erected by a team led by the ADC, Miao.
In an Executive Order, ADC Miao, Sunny Kumar Singh stated that 4 of the 10 pillars erected at the recently demarcated boundary between Neotan and Dharmapur starting from the upstream side have been unearthed and shifted from its original location as per map allegedly by some miscreants of Dharampur-I/II & Dharamapur-III villages on 9th February last.  ‘Such unearthing and shifting of pillars, as well as the destruction of the same, is nothing but utter disobedience to an order duly promulgated by the administration vide no. M/JUD-31/MISC/2020-21//596-601 Dated Miao the 13'" of January 2022 which in turn tends to cause a breach of peace and confrontation between both communities residing across the said boundary which very well invokes punitive action under the purview of section 188 as well as other provisions of Indian Penal Code, 1860’ stated the order.
ADC, also stated in the order that, a written complaint has been received filed jointly by the Gaon Burah and PRI, members of Neotan village stating that the boundary pillars have been illegally unearthed, dismantled and shifted allegedly by a mob led by  Kanto Moni Chakma, Vill-Dharmapur-II,  Shanti Moni Chakma, Headmen, Dharampur-11,  Sukro Chakma,  Sunil Chakma,  Sumar Jeevan Chakma &  Himanta Chakma of  Dharamapur-I/II/III villages which if true may again entail charges under various section of CrPC and IPC.
ADC   in the order also directed the Officer Incharge, Miao Police station to ensure regular patrolling in the boundary area to enforce the provisions of the executive order on the ground in true letter and spirit. In addition, he shall conduct a field visit in order to ascertain the facts on the ground and initiate a proceeding under section 188 of IPC as well as other provisions of IPC and CrPC and must submit action taken report to the undersigned by February 12. The Circle Office, Namphai-I is also directed to ensure that the provisions of an executive order issued by Deputy, Commissioner, Changlang are duly enforced on the ground.
While speaking to the media, the ADC asserted that the action taken by the administration to erect pillars was under the purview of the law and constitution after receiving complaints from the villagers of the Neotan regarding encroachment on land and river by the people from Dharampur Settlement area. Moreover, the administration is bound to follow the law, so if anyone is found involved in such an incident we will take strict action, he added.
