PASIGHAT, Jun 1: East Siang District Administration has issued a new set of guidelines and regulations for controlling the COVID-19 situation in the district in compliance with the latest government order and after assessment of local situation and requirements.
The new order has officially been enforced with effect from 5am of May 31 and will remain effective until further orders. While the earlier order to enforce the test-track-treat protocol in all parts of the district was already in force, DC Dr Kinny Singh in the new directive has ordered that there will be a total ban on movement of individuals from 3pm to 5am daily except for exemptions to emergency/essential services and departments and those going for COVID-19 vaccination with proof of session/site registration. All inter-state travellers should strictly follow SOPs for inter-state movement and compulsorily undergo RAT at PoEs, the order mentioned. According to the new guidelines, all shops and commercial establishments will shut down at 2pm daily and restaurants/bakeries/eateries/cafes will offer only take-away services and no dine-in services will be permitted. Furthermore, all bakeries/cafes should ensure that all their employees have undergone RAT in every 10 days and submit report to the concerned Administrative Officer (ADC Ruksin for Ruksin Sub-division, ADC Mebo for Mebo Sub-division and SDO(S) for Pasighat Sadar Sub-division). However, pharmacies, hospitals, animal care centers and veterinary clinics being providers of essential and emergency services will be allowed to operate without restrictions.
All government offices will function till 2pm with 30 % Group C staff (on roster basis as prepared by HoD/HoO) and all Groups A & B officials shall attend office till 2pm. However, the extended restrictions will not be applicable to essential/ emergency services departments like District Administration, Police, District Courts, Security forces, Fire & Emergency services, Finance & Planning Department, medical, postal services, NIC, APDMA, Disaster Management Department, SDRF, Power, PHED, Food & Civil Supplies, Finance, Taxes, Treasury & Accounts, banks, ATMs, IT&C, IPR, AIR and Doordarshan, FCI, Social Welfare Department including functioning of Women Helpline and services related to child protection, LPG, prison, courier and municipal services.
As per the new guidelines, agriculture and allied activities, forestry and ongoing construction works will be allowed subject to the contractor/owner ensuring adherence to COVID-19 appropriate behaviour. The concerned official, SP, GBs/PRI members shall ensure that labourers already at the sites are engaged and no new labourers are brought from outside. Further, transportation of workers to and from the camp to the work site will be arranged by the concerned contractor/owner. Marriages and religious functions will be allowed with a presence of maximum of 10 persons and no reception parties will be allowed for post or pre-marriage functions. Funeral/last rites related gatherings shall also not be more than 10 persons and all religious places shall remain closed till further orders. 
All public transport will be allowed to operate only up to 30% of seating capacity with COVID-19 appropriate behavior. Auto rickshaws and taxis will operate with one driver and two passengers observing COVID-19 appropriate behaviour and pillion riding will be totally prohibited in two-wheelers, except with women and children.
Any person/group of persons violating the order will be liable to be punished u/s 188 of the IPC and relevant provisions of the Disaster Management Act, 2005.  DIPRO
