ITANAGAR, Nov 9: All Arunachal Pradesh Government Registered Contractors Welfare Organization (AAPGRCO) has urged the state government to extend the enlistment and revalidation of contractors from 3-5years, revocation of late fees and cancellation system for enlisted contractors.
Addressing the media at press club today, President AAPGRCO Sama Dodum opined that initially validity of enlistment of contractors was for a period of 5 years. Later, in 2014 it was minimized to 3 years only. Moreover in the name of late fee for enlistment of contractors, the concerned department imposes a huge amount of Rs. 3 Lakh as late fees.
‘As of now Class-1 contractors pay sum of Rs. 5 lakh and Rs. 1.5 lakh respectively for the enlistment and revalidation process but according to the manual of CPWD Enlistment Rules, 2005, the enlistment and revalidation processing fee is just Rs. 30,000 only,’ claimed the President while questioning the state government for charging the huge amount.
Due to high fees and rigid norms which are beyond the CPWD, as many as 100 out of 178 contractors failed to get revalidation of their firms, he informed.
‘It has been observed that state governments especially in Arunachal Pradesh is not following the CPWD manual 2014 rather, it has been modified after deleting the rights and liberty of the contractors and by adding extra burden upon the local upcoming contractors,’ stated Dodum while threatening to take legal recourse if the authority fails to respond to their demands.
