Itanagar, Feb 3: In the wake of the recent incident of kidnapping and child abuse arising out of the premises of the Naharlagun Railway Station, Ratan Anya, Chairperson APSCPCR on Friday called an emergency meeting with the Railway Police Force (RPF) and the Child Welfare Committee (CWC) of Itanagar Capital Region and Papumpare, at the office of the Commission.
Ratan stated that as per the latest guidelines of the Mission Vatsalya issued by the Ministry of Women and Child Development and also the revised Standard Operating Provisions (SOP) of the Indian Railways, it is necessary to have a 24X7 operating Child Help Desk (CHD) in the railway station to ensure care and protection of children in contact with the railways. It is informed that the Naharlagun Railway Station does not have any CHD till date. The Commission also discussed at length many issues related to children, role and responsibility of stakeholders and steps to be collectively initiated for the safety of children and minors in contact with the railways and to avoid any future incidences.
The Chairperson stated that the Commission will address the issues to the Govt. and take up with the Department of WCD for early establishment of 24X7 operational CHD at the Naharlagun Railway Station and also at Inter-State Bus Terminal, Lekhi. Further the Commission also requested the Home Department of the state to take necessary steps for establishment of the General Railway Police (GRP) to deal with the issues of crime within the premises of the railways and ensure safe travel for all the passengers.
The meeting was attended by Ngurang Achung, Member APSCPCR, Miti Libang, Member APSCPCR, Khoda Rakhi, Member Secretary APSCPCR, Team of RPF led by Insp. Ravi Kumar, Team of CWC ICC led by Adv. Taba Zim and Team of CWC Papumpare led by Takio Poha.
