ITANAGAR, Apr 12:The Arunachal Pradesh Youth Congress (APYC) on Monday accused the state government for “dilly-dallying tactics” to defer the date of Panchayat elections. Claiming that the state election commissioner (SEC) has already given proposal to conduct the election, it said that the government is trying to extend it up to next assembly session with an unscrupulous agenda.

In a press conference held this afternoon at press club, its president, Geli Ete while maintaining that they are not against passage of bill of two tier Panchayati Raj system recently approved during budget session, he however expressed disappointment over not conducting the election in proposed time that is scheduled to be held from April 12 as per SEC proposal and process should have begun months back.

Informing that it had submitted a memorandum to the governor seeking his intervention in issuing ordinance for early Panchayat elections, Ete stated that BJP govt is delaying it because they fear that if the election is conducted early then they might suffer defeat in the grassroots level election.

Ete also shared that due to delay in holding the polls, a sense of reservation and anger has been prevailing among those waiting and lined up to participate in the electoral process while also adding  that if election process is delayed more it will also violate Articles 243-B & E of Panchayti Raj Act.

He accused the govt for buying time and taking for granted the rural masses by citing that it is working for modalities of new panchayat amendment laws.

He also informed that if govt delay more in conducting the election then it will suffer loss of 592 crores being provided by the 14th Finance Commission thereby losing crores of rupees under various urban development schemes to be implemented through these elected self government units.

Meanwhile Zirhi Koyu, who recently tendered his resignation from the post of Anchal chairperson (Koyu Anchal Block), has complained that despite completion of 5 years of tenure, panchyati leaders are still holding their office and funds have not yet been stopped.

Referring to Panchayati guidelines and laws, Koyu said that the term of office of every Panchayat leaders shall be three years from the date of selection which cannot be extended and all power and functions should be seized till further election is conducted.

“But to our utter surprise, still panchayat leaders are exercising their powers and funds are constantly flowing,” he alleged while requesting the governor to intervene in the matter at the earliest.

In addition, APYC also reminded the state government to immediately disclose their decision on undemocratic merger of MLAs to BJP which is pending at the hand of speaker of legislative assembly for disposal.

The APYC later threatened to resort to democratic means of protest if governments delay more in announcing the date of election.
