ITANAGAR, Jul 26: All Nyishi Students Union (ANSU) has served 15 days ultimatum to the state government to fulfill its six point charter of demands.
Addressing media persons at the press club today, President ANSU Nabam Dodum said that the union had earlier submitted a seven point memorandum to the state government of which only one is satisfactory while the remaining six points  demands are still unaddressed.
While appreciating the state government for the positive response in reforming the recruitment process of Arunachal Pradesh Police Service (APPS-EG), Dodum stated that the union also seeks for a positive response to the rest of the demands. Until the demands are  fulfilled, there should not be any new job advertisement or any examination related process, he said.
The union claimed dissatisfaction over non redressal of matters like mandatory inclusion of PRC as requisite document for appearing for the state civil service exams, compulsory inclusion of regional subjects and Northeast India in common in the civil service syllabus and a robust and transparent RTI framework.
Dodum further said  that the union also demanded set up of a dedicated appraisal and grievances cell to address any examination related issues within 30 days. "Though a three member Grievances Management Team was ordered in the year 2022, but the order itself is not implemented as it is confusing  and  does not specify any time bound frame within which the team is to address any examination related issues,” he said, adding that even the RTI related grievances have been slackly described without proper mechanism to incorporate the provision mentioned within the ambit of existing RTI frame.
The union is also dissatisfied over the state government's response over its demand for mandatory upholding of 1:3 ratio in Viva-Voce test and criteria in appointing the chairman and members of the state civil service board.
In order to make the recruitment process fair, transparent and free from any form of prejudices, Dodum said the chairman and members of the commission must be a former or retired civil servant of the state. The members must have at least 10 years of experience under central or state government and must comprise of at least one academician and one retired civil servant.
The union has demanded to review and revise the Physical Standard Test (PST) and Physical Efficiency Test (PET) APPS-EG for the post of DySP to an appropriate extent by relaxation in height requirement or making it at par with that of the Sub-Inspector (SI) or following the standards of other tribal northeastern states or UPSC standards for female candidates.
