ITANAGAR, Jul 25:The All Arunachal Pradesh contractor Welfare Association (AACWA) recently submitted a five point memorandum to the Chief Minister seeking his intervention in addressing their demands.

 The association has been demanding adoption of 2.5% bank guarantee (BG) or performance guarantee (PG) for tribal contractors, certain modification of norms of Arunachal Pradesh District Based Entrepreneurs and Profession (Incentive Development and Promotion) Act 2015, abolishment of fixation cost of not to quote below 5% price bid e-tendering by  Arunachal Rural Road Development Agency, (ARRDA-RWD)) for PMGSY scheme, separate estimate for furniture and electrical items during preparation estimate for building schemes,  etc were among its key demands.

Justifying its demands, President, AACWA, Nabam Akin Hina  urged the government to direct all departments to adopt 2.5% of Bank Guarantee (BG) or Performance Guarantee (PG) as security deposit saying that the neighboring state of Assam already adopted the same rules for the benefit of tribal contractors. He was addressing media persons here today.

“The Assam government in its new policy charged only 2.5% of BG and PG amount of total tender values after getting work order and for general categories they imposed 5%. Whereas Arunachal being a tribal dominated state, all departments are allegedly taking security deposit of 5% after approving the tender,” he informed.

Hina also called for modification in the norms of Arunachal Pradesh District Based Entrepreneurs and Profession (Incentive Development and Promotion) Act 2015 and lifting of jurisdiction wise participation of tender from class III, II and I category thereby making it open for all level of contractors.

Seeking immediate abolishment of mandatory rule of not to quote below 5% price bid in e-tendering framed by ARRDA-RWD for any PMGHSY schemes, Hina lamented that AARDA under RWD had fixed that no contractors should quote below 5% of tendering amounts, which often makes the tender process complicated .

Stating that under CPWD works manual it is clearly mentioned that every works order below Rs. 10 lakhs can be given to ST/SC and cooperative society contractors,  Hina said the rule is not followed here and suggested for its implementation  for free and fair participation.

He also urged the government to instruct all working departments to adopt separate estimates for furniture and electrical while preparing estimates for building schemes saying that sometimes it creates confusion and problems.
