Itanagar, May 9: The All Arunachal Pradesh Youth Organization (AAPYO) has raised serious concern over reported clandestine efforts by the state government to legalise cannabis cultivation in Arunachal Pradesh. In a strongly worded memorandum submitted to Chief Minister, the organisation expressed its deep resentment against what it calls “secret moves” by departments such as the Commissioner of Home, Commissioner of Tax & Excise, and other concerned authorities to frame policies in favour of cannabis legalisation.
AAPYO alleged that these initiatives are being pursued without public knowledge, consent, or consultation. The organization emphasized that the introduction of cannabis cultivation in the state could have far-reaching consequences on the mental and physical health of the youth, especially at a time when substance abuse among young people is already a growing concern. They warned that such a move would worsen the situation, potentially leading to increased addiction, criminal activity, and social disruption.
The youth body criticized the lack of transparency, stating that no public consultation, gram sabha, or legislative debate has taken place on this issue. They condemned what they described as an undemocratic approach to a policy that could deeply impact society, culture, and public health.
AAPYO also highlighted that Arunachal Pradesh currently lacks a clear and robust framework for drug control and rehabilitation. In such a context, legalising cannabis would be both premature and irresponsible. They urged the government to instead focus on strengthening anti-drug education and expanding rehabilitation programs, rather than legitimizing a substance that could endanger future generations.
The organization demanded an immediate halt to any ongoing or proposed activities related to cannabis legalization. They also called for full public disclosure of any related documents, schemes, or meetings and urged the government to initiate a statewide consultation process involving civil society, student bodies, tribal leaders, women’s groups, and health experts.
Warning of intensified action if their concerns are not addressed, AAPYO stated that they are prepared to launch peaceful protests, awareness campaigns, and even initiate legal proceedings to ensure that cannabis cultivation does not gain a foothold in the state.
