ITANAGAR, Feb 10: Raising serious questions over the functioning of Government Upper Primary School, Ambam in Keyi Panyor District and the controversial decision to dismantle its building, the Save Arunachal Youth Association (SAYA) has alleged gross negligence, misinformation, and large-scale misuse of government funds by officials of the Education Department.
Addressing the media at a press conference, SAYA President Likha Rajnik informed that a complaint has been lodged with the Superintendent of Police, Anti-Corruption Bureau (ACB), Itanagar, alleging large-scale irregularities and misappropriation of government funds in connection with the Government Upper Primary School, Ambam. The complaint names senior education officials of Keyi Panyor and Lower Subansiri districts, along with the headmaster and teaching staff of the school.
He alleged that despite official claims made by the Deputy Director of School Education (DDSE), Keyi Panyor District, that the school has been functioning smoothly since its upgradation to an Upper Primary School, the institution is in reality completely non-functional with zero student enrolment.
According to the SAYA, student strength at the school has been steadily declining since 2019, allegedly due to negligence of duty by the headmaster and teaching staff. It was stated that parents gradually lost confidence in the quality of education being imparted and shifted their children to private schools, eventually rendering the school defunct.
The complainant further stated that a representation had earlier been submitted to the Chief Minister on 30 December 2025, highlighting the non-functioning of classes at the school. However, instead of initiating corrective measures, the authorities allegedly misled the government and the public through media briefings.
The organisation also alleged irregularities in the dismantling of the existing school building, which it claims is structurally sound and not in a dilapidated condition. The DDSE, Keyi Panyor District, reportedly stated through news channels that the school would not function during the 2025–26 academic session due to the construction of a new building, despite the old structure being in good condition.
SAYA further alleged that permission to dismantle the old building was granted without proper technical verification, terming the move a “daylight scam” aimed at misappropriation of public funds. It warned that such actions could set a dangerous precedent of dismantling government infrastructure for personal benefit, even before it becomes unsafe.
