ITANAGAR, Jul 19: Deputy Commissioner, Itanagar Capital Complex Talo Potom has categorically made it clear that Arunachal Pradesh Building Bye-Laws 2019 must be implemented in letter and spirit to check illegal construction activities and rampant encroachments in the state capital.
The DC said this today in a meeting with the officers and officials of the ICC Town Planning Department that discussed issues concerning building permits and other related topics. While stressing on strict implementation of the Building Bye-Laws to check the city’s haphazard growth, he urged the denizens to follow the norms for a systematic growth of the capital and for minimising damages caused due to disasters. Everyone seeking a building permit must have to obtain the Land Allotment and Land Possessing Certificate, the DC clarified. 
Assistant Town Planner, ICC Tabom Tamut reiterated that as per Arunachal Pradesh Urban and Country Planning, Act 2007, the said Building Bye-Laws are applicable for the whole of the state including rural and urban areas and not for ICC alone. Extensive discussions were also held on the issue of NOC for new and pending allotments in the ICC. The purpose of the NOC is to ensure that the applicants do not confront the issues of encroachment, illegal construction, vulnerable location and obstruction of drainage water. Use of master plan, adherence to norms such as Right of Way, building construction status, approach road and other related activities were also discussed in detail.
The DC further informed that a meeting would soon be convened with the ICC-based practicing architects to discuss reduction of professional fees so that affordability is ensured for the common denizens. DIPRO
