ITANAGAR, Jan 30: Dirang MLA Phurpa Tsering along with local MLA Techi Kaso inaugurated the outer ring road here on Saturday which leads through Jully connecting Pappu Nallah, Naharlagun at 6-Kilo point.
Speaking to reporters, Tsering informed that the Public Works Department (PWD) which is executing the project provided an extra fund of Rs. 7 crore for early completion of the two ring roads connecting Itanagar-Naharlagun by next year. Focus of the state government is to complete the ring roads at the earliest to avoid traffic congestion in the state capital, he said, divulging that  the damaged road which connects Ganga market to Jully will also be completed by the end of next month. “We are also focussing on the maintenance of Chimpu-Jully-Pappu Nallah road to ease traffic movement,” Tsering said, adding that being an adviser to the PWD Minister his target is to construct and renovate all the existing ring roads within the capital region.    
Appealing to the denizens to adhere to traffic rules, Kaso said that until there is discipline in parking of vehicles, traffic congestion will not be solved. “I have also requested the state government to provide extra funds for proper construction of the outer ring roads in the state capital,” he informed. However, he criticized the state government for not allocating funds for developmental projects like roads and bailey bridges within the capital complex. “The present state government is more inclined to provide funds to individual schemes rather than focusing on overall development of the capital,” he said, while pointing out the important developmental projects which have remained halted for the past many years. Blaming the government for adopting improper financial practices and inept management, he said this has led to the current financial problem.
PWD Superintending Engineer Tumto Kamchi informed that the two ring roads that are being constructed will act as twin bypasses connecting Naharlagun-Itanagar from the left and right sides of NH-415. Construction of the ring road has been sanctioned in two phases with an estimated cost of 7 crore, he informed. “The very idea of constructing ring roads is to avoid traffic congestion without connecting the main part of Itanagar. The roads will be completed by the end of March 2022,” he said. 
Out of the total 6.42 km length of the outer ring road, the first 1.5 km has been made of Cement Concrete (CC) and formation cutting for 3.5 km has also been done along with completion of retaining walls, culverts and drains in a few sections.
