PASIGHAT, Apr 16: “Natural disasters can happen at any time, and for which everyone should be prepared to handle them safely and effectively”, stated Pasighat East MLA cum Advisor to Minister UD, Municipality, Kaling Moyong today while attending the victory function of the 45-day long State Level Training of Community Volunteers on Disaster Response at the Pasighat Outdoor stadium. He emphasized the importance of holding training programmes on disaster management to build capacities and raise awareness. While appreciating East Siang DC cum DDMA Dr. Kinny Singh and DDMO Ganden Tsomu for conducting the state level training successfully at Pasighat, he advised that such programmes must be implemented at grassroots to empower local communities to cope with disasters effectively as first responders.
Quoting “A prepared society is always protected”, the MLA asserted that trained Community Volunteers (CV) could work together to spread awareness in society and minimize the effects of various natural disasters and other emergencies to stay safe.
While referring to the 2000 Siang flood situation, he informed that many were displaced and many had lost their precious lives. Extending his gratitude to the SDRF for imparting training to the CVs of Eastern Arunachal Pradesh, Moyong further stated that some natural disasters couldn’t be predicted and therefore SDRF has done commendable jobs imparting training to the CVs to tackle any disastrous situation.
In his address to the CVs in particular, MLA Moyong told them that the disasters, whether natural or manmade, normally disrupt the normal life as well as progress and thus efficient management of disasters was required. He stressed that the knowledge obtained by the CVs must be disseminated amongst the community to develop a safer, disaster-resilient and dynamic Arunachal Pradesh.
Earlier, Deputy Commissioner Dr. Kinny Singh deliberated on the role of Community Volunteers and preparing professionally-qualified human resource in the field of disaster management. She also threw light on endeavors concerning disaster management and disaster risk-reduction adding that people at the grassroots have to be educated on pre-disaster planning and preparedness to minimize risks in the event of natural disasters.
Assistant Director (DM) Papang Duggong informed that State Level training were conducted in two locations. Itanagar for Western Arunachal by NDRF and at Pasighat for Eastern Arunachal by SDRF targeting twenty youths from 13 constituencies of 13 districts (50% male and 50% female) within the age groups of 18 to 35 years.
