Namsai, Feb 23: A review meeting of the Aspirational District Programme (ADP), Aspirational Block Programme (ABP) and Sampoornata Abhiyan 2.0 for Namsai District was held at the DC Conference Hall, Namsai, under the guidance of Major Gen K. Narayanan, AVSM/SM, State Advisor, Arunachal Pradesh (NITI Aayog).
K. Sarmah, DPO, Namsai and Nodal Officer (ADP/ABP) delivered a comprehensive presentation on the status of Namsai District as an Aspirational District and Chowkham as an Aspirational Block, based on NITI Aayog data. Sector-wise performance and Key Performance Indicators (KPIs) were discussed in detail.
Under Sampoornata Abhiyan 2.0, it was informed that six KPIs have been identified for saturation at the district level and five KPIs at the block level.
Under Health and Nutrition, challenges in saturating the identified KPIs were discussed. The KPIs identified include the proportion of live babies weighed at birth, tuberculosis case notification rate with a screening target of 10 per month, for which door-to-door campaigns were suggested to identify potential cases considering the possibility of the target increasing to 13 per month, and the percentage of AWCs and Urban PHCs conducting VHSND every month. Coordination issues between AWC workers and ASHAs were highlighted. It was informed that 320 AWCs have been mapped to 185 ASHAs for better coordination. Cluster-level coordination meetings and real-time data collection of VHSND were proposed to bridge the existing gaps.
Under the Education sector, the KPI related to the percentage of girls’ toilets in schools was discussed. Sustainability of toilet functionality due to lack of running water and maintenance issues was highlighted. It was informed that only 13 schools remain pending and under process to make it functional.
Under Animal Husbandry, the KPI related to Foot and Mouth Disease vaccination was reviewed. Challenges such as uncovered loose animals and human resource gaps were discussed, and special vaccination camps were planned to address these issues.
The sustainability of KPIs achieved under Sampoornata Abhiyan 1.0 was also deliberated. It was noted that although physical achievements were made in screening for hypertension and diabetes, issues in portal data updation affected sustainability scores.
Under Aspirational Block Programme. Chowkham, the block’s national ranking of 376 out of 500 as of September 2025 was noted. KPIs under Nutrition, Education, Agriculture and Water Resources were discussed.
The district’s aspiration to achieve a Gold Medal in the next ADP ranking was reiterated.
In keynote address, Major Gen K. Narayanan, AVSM/SM, expressed his happiness in visiting Namsai, stating that it felt like a homecoming. He emphasized that development is a collective effort and appreciated Namsai’s performance, noting that while achieving targets is challenging, sustaining them requires consistent effort and ownership.
