Itanagar, Apr 11: In a significant move to promote community engagement and livelihood generation through urban service delivery, the Directorate of Urban Local Bodies (DULB), Government of Arunachal Pradesh, has signed Memorandums of Understanding (MoUs) with local Self-Help Groups (SHGs) under Phase III of AMRUT Mitra Program.
The first MoU was signed with SHGs for undertaking Water Quality Testing across designated areas. The groups will be responsible for conducting community-based testing using Field Testing Kits (FTKs) and assisting parastatal or government agencies in institutional testing through the collection of water samples for certified laboratory analysis. As part of their orientation, SHG members—drawn from various districts of Arunachal Pradesh—visited the 7 MLD Water Treatment Plant at Senki View, Itanagar, followed by hands-on training on FTK usage, contaminant identification, and sample handling.
The second MoU was signed with SHGs tasked with the maintenance and cleaning of public parks and playgrounds. Their responsibilities include maintaining cleanliness, record-keeping, tree plantation, beautification initiatives, and creating wall paintings or graffiti that promote water conservation, local folk narratives, and themes aligned with AMRUT 2.0.
To support their tasks effectively, maintenance and cleaning kits, water testing kits, grass shredder machines, dustbins, safety kits and other essential tools were also distributed during the event.
Both MoUs are valid for a period of twelve months, during which the SHGs will contribute actively to grassroots urban development and citizen-focused services.To ensure accountability and quality performance, incentive payments under the AMRUT Mitra Program will be released on a monthly basis. For water testing activities, payments will be made upon the satisfactory submission of progress reports certified by the Chemist or Lab Technician of the State Water Quality Testing Laboratory, under the Department of Public Health Engineering & Water Supply (PHE & WS). For park maintenance activities, payments will be based on monthly reports certified by the Executive Engineer, Urban Local Bodies.
The MoUs were formally signed in the presence of Director, Urban Local Bodies, Hano Takka, who encouraged the gathering to perform their duties diligently and assured continued support from the department. Also present at the occasion was Er. Chokia Pordung, Executive Engineer, who will oversee the technical aspects and certification of the park-related activities.These partnerships mark a progressive step toward inclusive governance, empowering local communities to take active ownership in managing urban infrastructure and services.
