PASIGHAT, May 13: The Special Investigation Cell (Vigilance), investigating the infamous case of alleged irregularities in land acquisition and disbursement of compensation to the affected landowners for construction of the Ruksin-Pasighat segment of broad gauge railway line has launched renewed efforts to arrest the DLRSO, East Siang Ojing Nangkar and the Director, Land Management Enyo Nangkar after the Itanagar Permanent Bench of Gauhati High Court recalled its pre-arrest anticipatory bail earlier this month.
As per SIC (Vigilance) SP HK Tiwari, anticipatory bails of both Ojing Nangkar and Enyo Nangkar were recalled by the GHC citing reasons that the petitioners are not entitled to the privilege of pre-arrest bail under section 438 of the Cr.P.C. in connection with SIC vigilance PS Case No. 03/2021, U/S 120(B)/409/468/471 of IPC R/W section 13(1)(c)(d) & 13(2) of the PC Act 1988. Since the bail application filed under section 438 of Cr.P.C. were devoid of merit and rejected, their pre-arrest bail granted on April 20, 2021 were also recalled, informed Tiwari. Both are absconding since then to evade arrest, Tiwari added, while appealing to the people of Pasighat and nearby districts to co-operate with the investigating agency and share location or whereabouts of both the absconding duo for their early arrest. “Anyone having any information of their whereabouts may contact the SIC and police,” the SP appealed.
It is worth mentioning that Ojing and his elder brother Enyo have been under the radar of the investigating cell after the arrest of the former DC Pasighat Tamiyo Tatak. However, both applied for anticipatory bail from the High Court to evade arrest and during the course of hearing their bail were recalled on May 4 and 6 respectively. Recently, Ojing while claiming innocence in the case has clarified to this scribe that he was not absconding and could be contacted and reached out anytime for any queries. Enyo too made the same statement by sharing some records adding that he didn’t make any mistake as he had acted as per the direction of T.T. Gamdik, the then Secretary, LM and if there were any mistakes it must have been from Ojing Nangkar, the DRLSO.
The former Pasighat DC was granted bail on May 6 on grounds of growing Covid cases. However, an early arrest or surrender of both the DLRSO and the Director, LM would speed up the case which involves a purported scam amounting to above Rs 100 crores as compensation money.
