ITANAGAR, Sep 29: Two prime accused  who were evading arrest in connection with the mismanagement of Rs 72  crore for  the land acquisition of railway at Pasighat  have surrendered themselves before the session court today, informed  Superintendent of Police , SIC (Vigilance) Dr.Hemant Tiwari.
Both accused  former DLRSO- East Siang Ojing Nangkar and the then Director Land Management, Ennyo Nangkar surrendered before the  Special Judge(PCA) Pasighat and applied for regular bail. SIC has opposed the bail and requested for 14 days police remand of the accused.  The Judge after considering the deliberations has dismissed their request of regular bail & awarded nine days police custody of both of them.
Superintendent of Police, SIC informed that, former DLRSO- East Siang, Ojing Nangkar and  the then  Director Land Management, Ennyo Nangkar are involved  in the gross irregularities of land management and other departments in the process of fixation of land value and payment of compensation in Murkongselek to Ruksin Railway line project. The total amount for compensation was Rs 106 crore (two phase) but Rs 72 crore has been disbursed to the 43 beneficiaries in inflated rate. 
"As of now we have found one money trail in the case and we are further investigating the case to ascertain whether more people are involved and any chances of siphoning of fund meant for the beneficiaries," stated SP .
Dr. Tiwari also disclosed that the accused conspired and conveyed the approval of exorbitant amount of Rs.11,91,700/- per bigha of land to be paid to the beneficiaries of Railway project without taking proper approval of the government. The said rate was fraudulently inserted by the then Director, LM in the government official documents as an approved rate. The then DC, East Siang Tamiyo Tatak   had disbursed the amount to the tune of crores causing heavy loss to the government exchequer, stated SP-SIC.
Accused Ennyo Nangkar and Ojing Nangkar being siblings hatched a conspiracy in connivance with other unknown officials and private persons. Whereas Ojing Nangkar, the then DLRSO of East Siang District suppressed the recommended rate of the board constituted by the then DC for fixation of the rates of land to be acquired for the Railway project. He had used an internal in-process communication of the Assam Govt. (between CO and SDO, Jonai ) and proposed the rate of Rs. 11,91,700/- to the government without taking approval of the DC. Co-accused Ennyo Nangkar, the then Director, Land Management had taken approval of one different set of rates for land acquisition by the government. Later on he inserted (handwritten) these exorbitant rates in the note sheet and fraudulently communicated these rates to the district administration Pasighat. On getting funds from Railways, co-accused Tamiyo Tatak, the then DC in connivance with DLRSO Ojing Nangkar had disbursed the compensation without following due process.

These two accused were at large for past six months. Initially they approached the Hon 'ble Gauhati High Court, Itanagar Permanent Bench, Naharlagun for pre arrest bail which was dismissed by the Ld. Judge. Then both the accused absconded for about a month. In the meantime they approached the Hon'ble Supreme Court by filing Special Leave Petition (SLP) for pre-arrest bail and got interim relief in the month of May. Finally the case was taken up on 21 September 2021 wherein the Hon'ble Court has dismissed the SLP and directed the accused to surrender before the trial Court.
A regular case No. 03/2021 u's 409/468/471/120(b) IPC r/w Sec 13(2) PC Act 1988 has been registered at sIC(Vig) PS Itanagar.
