ITANAGAR, Jan 15: The Zilla Parishads (ZPs) and Gram Panchayats (GPs) in various districts across the state again officially came into existence from Friday after a gap of nearly seven years with their maiden meetings and oath taking of members.
Chief Minister Pema Khandu who is also the legislator of the Mukto AC felicitated the newly elected Gram Panchayat (GP) and Zilla Parishad (ZP) Chairpersons of Tawang district that consists of a total of three assembly segments. Altogether 87 Gram Panchayat Chairpersons were elected earlier on the day while Leki Gombu was elected unopposed as the Zilla Chairperson of the district. Of the 311 GPs, elections were held in 310 seats. Candidature for one seat was disqualified and the election to it will be held soon. Out of the total six Zilla Parishads in the district, BJP has won all and in overall has swept the local body polls by winning a little more than 80% of seats. Except for a few, most of the seats were won by the party unopposed.
Addressing the first meeting of the newly constituted local bodies, Khandu while congratulating the new office bearers urged them to take the welfare schemes to the last man in the queue by coordinating with the District Administration and respective legislators. “State government is committed to devolve powers and functions to the newly constituted local bodies and as they are the actual representatives of grassroots citizens we assure to empower them to plan and implement developmental projects in their respective grams and zillas,” the Chief Minister assured. Congratulating the district’s citizens for electing 53% women candidates, Khandu commended the State Election Commission for conducting the PR elections successfully and peacefully across the state.
While informing that the first consignment of 32000 doses of COVID vaccine have arrived in the state, Khandu said the war with the virus is nearing an end under the able leadership of Prime Minister Narendra Modi. Meanwhile, he wished Brig. Vijay R Jastap present on the occasion a happy Indian Army Day on behalf of the state’s people. Tawang legislator Tsering Tashi and Lumla legislator Jambey Tashi also felicitated the elected GP Chairpersons of their respective constituencies.
The first Zilla Parishad meeting and election of the new Zilla Parishad Chairperson of Papum Pare district was conducted at DC’s Conference Hall in Yupia.
ZPM of XIII-Gumto Chukhu Bablu from Janata Dal (United) was elected and declared as the new Zilla Parishad Chairperson through a secret ballot voting. He defeated BJP’s Nabam Tagi, ZPM of IX-Leporiang. Simultaneously, selection and election of 98 Gram Panchayats Chairpersons were conducted under the supervision of the concerned Member Secretaries in their respective jurisdictions.
Deputy Commissioner Pige Ligu congratulated all the newly elected Zilla Parishad members and called upon them to work for the welfare of people and betterment of the district. He further advised the ZPMs of border areas like Kimin, Tarasso, Kakoi and Balijan to maintain good rapport with their counterparts in Assam and play pivotal roles in maintaining peace and tranquillity in their respective areas. While asking to get well acquainted with the guidelines for delivering the responsibilities in a better way, the DC assured them constant guidance by the administrative officers and HoDs at times whenever necessary.
DPDO-Cum-Member Secretary ADC Yupia Tabang Bodung administered the oath to the ZPMs. Papum Pare has 16 Zilla Parishad members and 390 Gram Panchayats members.
In East Siang, Olen Rome of Ngopok village was unanimously elected as the Chairperson of East Siang District Zilla Parishad.
DPDO-cum-Member Secretary, East Siang ZP Tatdo Borang handed over the certificate of election to Rome at the Conference Hall of Siang Guest House in Pasighat. East Siang DC Dr Kinny Singh congratulated all the newly elected Zilla Parishad and Gram Panchayat Members. Borang called upon them to contribute their best in strengthening grassroots development and creating self-sustainable assets.
West Siang Zila Parishad convened its first meeting under supervision of Member Secretary, Hento Karga at the DC’s Conference Hall in Aalo today.
Babom Romin of BJP from 27th Liromoba AC was elected unopposed as the Chairperson of West Siang Zilla Parishad and a total of 15 ZP members were administered the oath of allegiance to remain as part of the state administrative machinery till January 15, 2026. MLA 27th Liromoba Nyamar Karbak assured to extend full cooperation to the ZPMs for overall development of the district. Congratulating the ZPMs, West Siang Deputy Commissioner Moki Loyi exhorted them to work for fruitful implementation of the developmental schemes in the district. Karga disclosed that mass training of the ZPMs and GPCs will be conducted soon to apprise them about the developmental schemes of the state and central governments.
The newly elected Zilla Parishad Chairperson Babom Romin said he will work in coordination with all the 14 ZPMs and HoDs for better implementation of developmental plans in the district. Many of the ZPMs who spoke on the occasion highlighted the issues like delegation of power, preparation of identity cards etc.
In West Kameng, oath taking ceremony-cum-first meeting of 14 Zilla Parishad members of 2 ZPs was held at the DC’s Conference Hall in Bomdila under the chairmanship of DC-cum-District Election Officer (PR) Karma Leki.
Welcoming the newly elected Zilla Parishad members, the DC appealed to them to perform their duties with utmost sincerity. MLA-cum-Adviser to Minister PWD Phurpa Tsering, MLA-cum-Adviser to Minister Forest & Environment Kumsi Sidisow and MLAs Dorjee Wangdi Karma and Dongru Siongju attended the occasion and sought cooperation from all irrespective of political affiliations for overall development of the district.
Rinzhin Zomba Merakpa from the BJP who is the Zilla Parishad Member of 10-Lishi Zilla Parishad constituency was unanimously elected as Zilla Parishad Chairperson. All the newly elected ZPMs shared their visions for the overall development of the district.
In Dibang Valley district the newly nominated Gram Panchayat members of 41st Anini AC were administered the oath of office in Anini.
Theko Tayu of BJP was elected unopposed as the ZPC of Dibang Valley Zilla Parishad. All the 21 Gram Chairpersons were nominated unopposed from their respective constituencies. MLA, 41st Anini AC Mopi Mihu exhorted the new PRI members to work with zeal for bringing visible developmental changes in their segments. DC Minga Sherpa appealed to them to work responsibly for the development of their respective segments.
Meanwhile, the MLA who is also the Chairman, APEDA and the DC jointly flagged off the first APST bus service between Anini to Roing from the DC office complex in presence of S.T.S Obang Taggu, HoDs, PRI members and senior citizens of the township. CMO, DIPRO inputs
