ITANAGAR, Nov 24: All Arunachal Pradesh Elementary Teachers Association (AAPETA) today claimed that their basic rights have been curtailed by the state government by non implementation of Arunachal Pradesh Education Act 2010, non- compliance of bifurcation order 2010, absence of recruitment rule and non release of pending arrears since 1998 despite High Court judgment.
Addressing media persons at press club today, Advisor-AAPETA, Bamar Yinyo opined that due to absence of proper recruitment policy there is no hope of promotion in elementary education department for the teachers who are serving the state since many decades.
‘Though Department of Elementary Education has been bifurcated but other than ‘Director’ there are no other subordinate staff exclusively for the elementary section and in absence of RR there is no promotion too. However despite such odds only 32 Block Education Officers (BEO) have been regularized recently,’ he said.
Adding to their grievances, Bamar stated that despite High Court order for release of pending arrears since 1998 government is maintaining silence on the issue.
‘This is our basic right… apart from arrears government failed to provide us basic amenities under Right to Education Act (RTE) like teachers quarter, potable water facility, separate toilets for boys and girls as well as proper subject teachers in Upper Primary Schools etc,’ he claims.
‘What surprises us more is that, for couple of years there is no supply of books in government schools however the same government recommended NCERT books are available in the market. How would poor children afford all those books, the advisor questioned?
