ITANAGAR, Feb 5: Pradhan Mantri Awas Yojana-Gramin (PMAYG) is progressing with a snail’s pace in Arunachal Pradesh as only 4517 beneficiaries out of a target of 34,042 have been covered under it from 2016-17 to 2020-21.
This was informed today by Nodal Officer, PMAYG Tamo Rebi in a webinar organised by Regional Outreach Bureau, Itanagar which is under the Union Ministry of Information & Broadcasting. Lack of progress in implementing the scheme is due to the state’s funding model where the beneficiary and vendor gets four instalments through online mode which could be established only in February 2020, he said, while informing that the state government has approached the Central Rural Development department for changing the existing funding pattern of 25:40:40:25 to 100% for the beneficiary.
As per the scheme, a beneficiary is entitled to get an amount of Rs 1.30 lakh out of which the Central share is Rs 1.17 lakh (90%) per dwelling unit designed by the PWD at an estimated total cost of Rs 2.5 lakh and the remaining Rs 1.2 lakh is to be shouldered by the beneficiary in the form of materials. The PMAYG Nodal Officer requested the Field Outreach Bureaus to visit the BDO offices to seek details about the registered beneficiaries and their priorities and educate them about the rural housing scheme. It is currently applicable to tribals only and 2247 units have been completed by 2020-21, he divulged, adding that efforts are on to get additional grant from the state government to the tune of Rs 50,000-80,000 per unit to reduce the burden of the beneficiary. Referring to Sansad Aadarsh Gram Yojana, Rebi said that since 2014 seven model villages have been developed under the scheme with no further addition since 2019. These villages are located in West Siang(1), Nampong(1), East Kameng(1), Lower Dibang Valley(1) and East Siang(3).
Director, ROB Itanagar Dr. H.R. Keshavamurthy while informing that the Union Ministry of Rural Development is implementing a number of welfare schemes as part of the ‘Sabka Sath, Sabka Gaon, Sabka Vikas’ goal with the aim of doubling farmers’ income by 2020, emphasized on the need for mass awareness in this regard. The webinar was attended by the officials of ROB, Itanagar and Field Outreach Bureaus in Tawang, Bomdila, Tezu, Pasighat and Aalo.
It is pertinent to add that under the 'Housing for All' objective, 2 crore new houses are to be constructed by 2022, the 75th year of India’s independence through credit-linked or beneficiary-assistance modes for families without a house. ROB PR
