Itanagar, Feb 11: The Directorate of Urban Local Bodies (DULB), organised a one-day orientation programme for newly elected Municipal members on Wednesday at D.K. Convention Centre, Itanagar.
The programme was conducted with the objective of strengthening the capacity of newly elected municipal representatives by familiarising them with the constitutional framework, institutional roles, and key urban development initiatives of Urban Local Bodies (ULBs).
The inaugural session was addressed by senior officials of the Urban Affairs Department. The Additional Secretary, Urban Affairs, in the welcome address, underscored the importance of informed decision-making and accountable leadership at the municipal level. Vivek Pandey, IAS, Commissioner, Urban Affairs, in his keynote address, emphasised decentralised urban governance, effective service delivery, and the role of ULBs in achieving sustainable urban development. The session was presided over by Balo Raja, Minister, Urban Affairs, who highlighted the responsibilities of elected representatives in strengthening the urban institutions and implementing flagship urban missions in the State.
Technical sessions covered critical themes related to urban governance and municipal administration. Likha Suraj, Director, Town Planning, spoke on the constitutional provisions relating to Urban Local Bodies under the 74thConstitutional Amendment Act. Obang Mingki, Senior Finance & Accounts Officer (ULB), deliberated on the devolution of Funds, Functions, and Functionaries (3 Fs) to ULBs. Sessions on Municipal Solid Waste Management and the role of ULBs were delivered by Dr. Nabam Rich, Assistant Professor, Department of Civil Engineering, NIT Jote, and Anil Kumar Maddipatla, Design Head, NGT- PMU with a focus on the prevailing scenario of municipal solid waste management in Arunachal Pradesh. An overview of flagship urban schemes was presented by Hano Takka, Director, ULB.
The programme concluded with the distribution of certificates to the participants by the Minister and the Commissioner of Urban Affairs.
The orientation programme served as an important platform for enhancing the understanding of newly elected municipal members on statutory responsibilities, governance mechanisms, and sectoral priorities, thereby contributing to more effective and responsive urban governance in Arunachal Pradesh.
