Itanagar, Nov 4: As part of celebration of National Adoption Awareness Month 2025, the Department of Women & Child Development, in collaboration with Central Adoption Research Authority (CARA), New Delhi organised “Adoptive Parents and Prospective Adoptive Parents Meet” to create awareness on Legal Adoption in accordance with the theme “Adoption of Children having Special Needs”.
The programme was graced by Dasanglu Pul, Minister, WCD, and participated by Sangeeta Yirang, Jt. Secretary WCD, representative of CCIs, DCPUs, SAAs, representative from Oju Welfare Association, representative member from APSCPCR, prospective adoptive parents and adoptive parents.
The programme inaugurated with lighting of lamps followed by a welcome speech by Chadan Tangjang, Director, WCD. In her keynote address, she spoke on the theme for 2025 “Adoption of Children having Special Needs.” Through this theme, she emphasises the need to build awareness, sensitivity, and acceptance among prospective adoptive parents (PAPs) and the public towards adopting children with special needs, ensuring they too find care, protection, and belonging within a family environment. She also mentioned about adoption in India which is governed by the JJ Act, 2015 and the Adoption Regulations, 2022, which aims to safeguard the rights of children and uphold their best interests.
Joint Secretary, WCD, spoke on the purpose and significance of the National Adoption Month which is observed every year across the nation. She reminds that adoption is not just about giving a home — it is about giving hope, inclusion, and dignity to every child, especially those who need extra care and understanding. This event aim to celebrate parents who have embraced adoption, encourage prospective parents to come forward, and raise awareness about adopting children with special needs. Further, she highlighted about the Department’s Commitment through SARA (State Adoption Resource Agency) under WCD department, which is committed in ensuring that all children receive equal opportunity for family-based care. Strengthening Coordination among SAAs, DCPUs, and CWCs to ensure early identification, proper medical and counselling support, and facilitation of adoption for such children. She also appreciated the Prospective Adoptive Parents (PAPs) and Adoptive Parents present in the event. She quoted “Together we can make adoption an inclusive, compassionate and celebrated act of love”.
The WCD Minister, in her speech, shared that adopted children require special care, love and understanding as they grow up. When they come to know of their adoption, many questions arise in their mind regarding their parents, identity and belonging. It is important that adoptive parents provide a nurturing environment where children feel loved, accepted and secure. She also suggested that awareness programme on adoption should focus on addressing the emotional needs of adopted children and the role of parents in ensuring their well-being. Further, it is suggested that during next year’s adoption month, adoptive parents and experts come together to share their experiences, ideas and suggestions to promote better understanding and support for adoption. She also gave heartfelt applause to all the adoptive parents for adopting and added those who adopt are truly fortunate, as they are blessed to give a new home and a family filled with love.
