ITANAGAR, Feb 10: Chief Minister Pema Khandu today chaired the first monthly monitoring meeting of ‘Arunachal e-Pragati’, a concept adopted by the state government for enabling him to personally monitor the progress of important projects and schemes of both State and Central governments.
As per the methodology, the concerned Deputy Commissioners and field officers will be directly answerable to the CMO regarding the progress of all projects and schemes. In the first edition of the meeting on the day held in a virtual mode, Khandu while taking updates on Joram-Koloriang stretch of the Trans-Arunachal Highway expressed dissatisfaction on the progress made so far. While calling for monthly progress reports and joint inspections by the concerned authorities, he stressed on early completion of the Miao-Vijoynagar road. Governor’s office is monitoring the project and no inordinate delay in completion will be tolerated, Khandu reminded the concerned officials. “Arunachal e-Pragati is not a review meeting, but a monitoring meeting and all concerned officers including those executing the Central projects will be answerable. Therefore, your personal involvement in execution and monitoring is needed,” the Chief Minister asserted.
In the meeting he also reviewed the status of the under-construction greenfield airport in Hollongi, establishment of Ekalavya Vidyalayas, 5 of which are under construction, upgradation of district hospitals, requirements of TRIHMS, Jal Jeevan Mission implementation, development of Parashuram Kund, setting up of e-Offices in various government departments, PMGSY roads, etc. Taking a serious note of the non-performing districts, particularly in PMGSY and JJM, he directed the concerned DCs to regularly monitor the projects by undertaking physical inspection of work sites. Seeking a status report on the cluster farming scheme of the state government, Khandu invited suggestions from the field officers and district administrations to improve its implementation.
Addressing the DCs, he urged them to ‘take ownership of all government projects and schemes’ along with constant monitoring. “In case of local hindrances or issues, take these up with the local legislators by keeping them in loop,” he suggested, directing to regularly update the status of projects on e-SamikSha, an online portal directly monitored by the PMO. Meanwhile, official sources informed that ‘Arunachal e-Pragati’ from now onwards will be held on every third Monday of the month for allowing time to the line departments to prepare for it and facilitate meaningful monitoring. Departments will also be intimated regarding the projects and schemes to be reviewed by the Chief Minister on the first working day of the month. The list of projects shall be consolidated and updated at regular intervals by the Department of Planning in consultation with the CMO. Projects and schemes selected for ‘Arunachal e-Pragati’ review meetings will include those flagged by the PMO, having inter-departmental coordination issues, important Central programmes, state government priority projects, issues raised on e-SamikSha portal and all specific issues pending with the state government and raised by the ministries. Department of Planning and Investment as the nodal department will coordinate the overall conduct of the meetings.
Chief Secretary, Commissioner Planning, Commissioner Finance, Commissioner PWD/Health/Home and other concerned Secretaries attended the maiden meeting.
