Itanagar, Sep 6: The joint conference of Public Health Engineering & Water Supply Department and Health and Family Welfare Department was conducted on Friday.
Chairing the conference Commissioner PHE & WSD, Pawan Kumar Sain in his key note address suggested that both the departments should work in tandem with team spirit. The outcome of the service should be the overall welfare of society.
Pani Taram, Advisor to the PHE Minister mentioned that as per revised allocation of business portfolio, construction and O & M of the infrastructures of Health Department is given to PHE & WS Department and hence joint conference would help to find a way to work seamlessly. He urged to use modern and latest technology in the civil construction works.
Biyuram Wahge, Minister Health & Family Welfare and Water Resources desired such joint conferences to continue as it can pave the way forward to fulfill the needs of the public. He explained the initiative of Health department regarding core issues of online appointment of doctors, online maintenance of stock register on medicines so that services up to village levels can be fulfilled. He desired that Rural Health scenario should improve and doctors should be available at village level also. Now that PHE&WSD is the nodal implementing agency for Health Department’s infrastructure, he advised the department to design the infrastructure of Health Department that cater to the needs beyond 50 years. He exhorted that modern technology as per norms should be used.
Mama Natung, Minister PHE&WSD expressed his happiness over conducting joint conference and opined that such coordination meetings can lead to better successes in our collective efforts. As the implementing agency of health infrastructure, he advised the department officials to undertake the works in close coordination with Health Department and desired that works implementation should be monitored by the concerned DCs. He showed satisfaction on the different projects executed by PHE Department including flood damage restoration works and he expressed optimism that PHE&WSD would do justice to the responsibility given on health infrastructures. He also reiterated the necessity of catchment area protection for sustainability of drinking water sources and advised to give it top priority.
Er. Tomo Basar, Chief Engineer, EZ-cum-MD, JJM made a presentation on how the department plans to approach on implementation of health infrastructures vis a vis gap analysis & review, planning, DPR preparation, implementation plan etc.He also presented the way forward post JJM. Er. Toko Jyoti, Chief Engineer, WZ -cum- MD, SBM in charge made a power point presentation of key points of O & M policy and theprogress under SBM (G).
Secretary PR & RD gave a presentation regarding key issues on convergence of different Rural Development programmes. She highlighted that all the technical issues should be raised in Gramsabha and passed in GPDP.
All the Programme Officers of Health & Family Welfare Department including the Directors also gave detailed presentation on twelve different programmes. All the DCs who attended the meeting with respective DMOs and EE PHE&WSD, participated pro-actively with updates, inputs, and suggestions as way forward related to programmes of both the departments. The DCs also gave their updates and suggestions on election matters.
