ITANAGAR, Feb 11: Minister, Home, Panchayati Raj etc. Bamang Felix while addressing the review meeting of Panchayat Technical Assistants (PTAs) organised by the Department of Panchayati Raj here at the State Institute of Rural Development on Wednesday stated that it’s time for all government servants to perform more for transforming Arunachal Pradesh.
“Actions must speak louder than words and we must advocate this while performing our duties for the development of grassroots level institutions,” Felix said in his address to the 121 PTAs from all the 25 districts who attended the meeting. Reminding them of their important role as active grassroots level functionaries of the PRIs, he exhorted them to be punctual, sincere and hard working for correct and timely implementation of schemes/projects in villages. “We must work as a team to overcome hurdles and any commission or omission while performing duties on bona fide issues can be forgiven, but mistakes committed with mala fide intention will not be spared,” Felix made it clear. 
Issues can be resolved through dialogues and discussions but not through demands, ultimatums and litigations, he said while asserting that there should be no fear of RTI activists seeking information on devolution of finances to the PRIs as there is no foul play in the process. The Department of Panchayati Raj should display all such information on notice board for wide publicity, he observed.
However, as a warning message to the PTAs, Felix asked them to perform or perish and refrain from asking or accepting any kind of gifts from contractors/panchayat members while executing the 14th & 15th Finance Commission grants already released to the district authorities. Performance and not seniority will determine the prospect of future regularization of the PTAs, he added while appealing them to adopt a village within their respective Gram Panchayats as model village not through government funding but through individual efforts similar to ‘Hiware Bazaar’ of Maharashtra.
Appealing the PTAs to be proactive in duties, Felix exhorted them to work harder to make State Budget 2021-22 as the rural budget of Arunachal Pradesh. Dept. of Panchayati Raj PR
