ITANAGAR, Mar 1: Governor Brig. (Dr) B. D. Mishra (Retd.) today took stock of the construction progress of the prestigious Hollongi Greenfield Airport project by visiting the site himself accompanied by high-level officials from various departments.
Secretary, Civil Aviation, GoAP Swapnil Naik, General Manager, Airports Authority of India (AAI) Dilip M Sajnani, senior officers of PWD, Power and PHED departments and the representatives of the executing agency briefed the Governor on the progress made so far. While observing that the work had substantially slowed down due to COVID-19 pandemic, he emphasised on deploying extra work forces, additional plants and machines, proportional increase in availability of construction material and regular monitoring of work flowchart for making good the time lost. “Unless these aspects are taken care of, completion of Hollongi Greenfield Airport on time is not possible,” the Governor said while reiterating the need for simultaneous work input across all segments. Supervisors of each segment should be made accountable for quality of work and planned progress as per the predetermined timeline, he added.
Bringing it to the notice of Secretary, Civil Aviation that there are delays in award of work contracts for essential infrastructure which has an outlay of over Rs.1,60.65 crores and the tender calling stage is still incomplete, the Governor called for sticking to the completion deadline while observing all tender bidding and award rules. Drawing attention to the proposed passenger handling capacities of the arrival and departure lounges which are 100 each and the parking facility which will accommodate only 100 cars, he spelt the need for their appropriate review within the parameters of the overall design. “For a future extension of the runway, there is a reported thinking of diverting the course of Kokila river.
To obviate the need for this diversion which may cause other adverse natural ramifications, an evaluation of the scope for future extension of the runway on its either end can be taken up,” the Governor suggested.
While going around the runway area, the Governor noticed that the new under-construction approach road is running along the foothills which is a Reserve Forest Area. It needs mentioning that the Reserve Forest Area is being rampantly encroached upon at various places and some encroachers have even put up the warning board ‘Private land, trespassers will be prosecuted as per law’ or words to that effect. Taking note of this development, he suggested the PCCF, DC and SP, Papum Pare to carry out a joint survey for identifying the encroachers with appropriate follow-up action. Exhorting all the stakeholders associated in the dream project to work in a mission mode, the Governor asked them to ensure there is no compromise in quality of work and no further delays.
Every stakeholder working in the project must remember that Hollongi Airport when operational will be a major catalyst in the development, progress and welfare of the people of Arunachal Pradesh, he affirmed.
