ITANAGAR, May 29: Keeping in tune with the fundamental objective of the 'PM-CARES for Children' scheme launched today by Prime Minister Narendra Modi to support and empower the children of the country who have lost their parents due to Covid, government of Arunachal Pradesh has simultaneously launched the Chief Minister's Bal Seva Scheme (CMBSS), the state's version to supplement the national plan.
According to the scheme announced today, children of the state who have lost both their parents/surviving parents/legal guardians/adoptive parents and have become orphans due to COVID-19 will be eligible for financial and several other benefits. As part of the financial package to the guardians/caretakers, children under non-institutional care (with extended family/guardians) will be supported with an amount of Rs 2000 per child/month under the Juvenile Justice (Care and Protection of Children) Act, 2015 and Child Protection Services (CPS) Scheme. These children will be made eligible under the scheme in case they opt to remain with their extended family/ grandparents/guardians. Further, under this scheme, the state government will supplement the amount of Rs.2000 with an additional amount of Rs 1500 per child/ month.
For children below 10 years having no extended family/guardian support, Child Care Institutions are already supported by the Government of India under which Rs. 2160 as maintenance grant per child per month is provided. In case of such orphaned children who do not have an extended family/grandparents/guardians, they will be housed in one of the Child Care Institutions in the state and besides availing all the benefit at the institutions, will also be provided with free education and healthcare under CMBSS. In case of adolescent girls, to take care of their educational needs, preference will be given for their education in institutions such as Sharada Mission, Kasturba Gandhi Balika Vidyalaya (KGBV) or any other girls’ residential schools to ensure their sensitive care and proper protection. For school/college going children or those undergoing vocational training, a laptop/tab will be provided as part of CMBSS.
The state government will also assign mentors, preferably Gazetted Group A officers/eminent social workers who will periodically interact with the child through offline/online mode and guide and nurture his/her talents/interests and bring to the knowledge of appropriate forum/authority about the problems and issues the child is facing.
